The People's Committee of Binh Dinh province has just issued a decision approving the Project on human resource development in the semiconductor industry, artificial intelligence (AI), and cybersecurity and safety (SSA) for the period 2025 - 2030.
Train at least 7,500 semiconductor, AI, and cybersecurity personnel
According to the People's Committee of Binh Dinh province, the goal is to train and develop human resources in the fields of semiconductor industry, AI, safety and ANM, meeting the practical needs of businesses and the labor market.
At the same time, build Binh Dinh into a leading center for training, research and application of high technology, contributing to promoting the sustainable development of the digital economy and high-tech industry in Vietnam.
According to the project, Binh Dinh province aims to train at least 7,500 human resources including engineers, bachelors, practical engineers and highly qualified human resources in related fields.

Specifically, training more than 4,000 bachelors and engineers in majors in the fields of Microchip Design, Microchip Packaging and Testing, AI, Safety and ANM. Training about 980 practical engineers in this field.
The project also aims to provide additional training and improve knowledge for engineers and bachelors in related fields such as: Electronics - Telecommunications, Electrical Engineering, Automation Control, Physics, Information Technology, Data Science and Software Engineering. It is expected to train 2,500 engineers and bachelors in the fields of IC Design, IC Packaging and Testing; and train about 1,000 human resources in the fields of AI, safety and ANM.
In addition, 95 lecturers were trained to improve their qualifications and 5 PhDs were trained in semiconductor industry, AI, safety and ANM.

Regarding facilities, the province will build a fully equipped shared semiconductor laboratory system to serve training and research on design, packaging and testing stages. It is expected to be located at Quy Nhon University. The total investment cost is 120 billion VND (local budget allocates about 100 billion VND).
Interest-free student loans
To implement the project, Binh Dinh province proposed a solution, in whicheducational institutions in the area will open training majors in semiconductor design, packaging and testing, AI, safety and ANM; build and develop training programs; update and supplement courses related to these majors.

Strengthen relationships within the existing international university ecosystem to consult with experts and update training programs in the above fields to meet domestic and international development trends.
To encourage learners, through the social policy bank, Binh Dinh province will provide loans to pay tuition fees with preferential interest rates for undergraduate and engineering training programs. It is expected to provide loans of 40 million VND/year and support interest-free for these subjects during the training period.
In addition, the province will have a policy of personal income tax exemption and reduction for leading experts in semiconductors, AI, safety and ANM working in the province. According to the People's Committee of Binh Dinh province, in general, the human resources trained from universities and colleges in Binh Dinh province related to semiconductor technology, AI, safety and basic ANM will meet about 40% - 50% from now until 2030 and are undergoing a strong transformation and are expected to continue to develop in the coming years.
