Binh Dinh: From early morning meetings to key scientific decisions

DNVN – After the early morning meeting between Binh Dinh Province Chairman Pham Anh Tuan and Professor Tran Thanh Van and Professor Le Kim Ngoc at the ICISE Center, the conclusion was issued on the same day. The short meeting, quick conclusion, and in-depth content are proof of a Binh Dinh that innovates its thinking, takes decisive action, and dares to invest in knowledge.

At 6:30 a.m. on June 6, a special meeting took place at the International Center for Interdisciplinary Science andEducation (ICISE) in Quy Nhon. Chairman of the Binh Dinh Provincial People's Committee Pham Anh Tuan directly worked with Professor Tran Thanh Van and Professor Le Kim Ngoc - two famous overseas Vietnamese intellectuals, to discuss breakthrough steps in the strategy for science and technology development and digital transformation.

Not a normal social meeting, the working session is of a strategic orientation, aiming to discuss breakthrough steps in the fields of science, technology and digital transformation. This is also a move to concretize the spirit of action from Resolution No. 57-NQ/TW of the Politburo and the strategic plans of Binh Dinh province in the fields of science, technology, innovation and digital transformation in the new era.

On the same day, the official conclusion of the working session was issued, demonstrating the scientific , focused and determined working style of the leaders of Binh Dinh province. From a short meeting, the provincial leaders opened a new chapter for a long-term development mindset, not only at the local level but also at the national and international level.

This quick, concise, and clear style is not simply a manifestation of respect for the scientific community, but also a message: Binh Dinh considers science a pillar of development, a long-term strategy, not a short-term slogan.

“Science cannot wait and leadership cannot delay. We must do things quickly, but we must also do them correctly and accurately. With ICISE, we always put our trust and responsibility,” affirmed the Chairman of Binh Dinh Province.

From the proposal to establish the BIOMASS Oceanographic Observation Station and satellite, to attracting overseas and international talents for the IFRISE Institute, to dual-use technology orientations, international conferences and promoting the early operation of the science hotel... all are committed to be supported by the province with a transparent, companion and responsible mechanism.

In particular, the proposal to maintain a monthly exchange mechanism between Professor Tran Thanh Van (in person or online) and the leaders of Binh Dinh Provincial People's Committee, an unprecedented approach, demonstrates a receptiveness and understanding of the role of creating an environment for research and development.

“I was moved to receive specific and detailed support from the provincial leaders. That helps us, scientists, believe that we are not alone on the journey of cultivating knowledge for the country,” Professor Tran Thanh Van shared.

"Three houses" co-create

The ICISE Center located on Science Avenue in Quy Nhon City is not only a symbol but is gradually becoming a true destination for global intelligence. With the support of famous professors such as Tran Thanh Van - who has devoted his life to the ideal of Vietnamese science, this center possesses valuable potential.

When international conferences are held regularly at ICISE, when dual-use technology is requested by the province, when the scientific network expands to the Inter-Parliamentary Union (IPU), it is also a golden opportunity for Vietnamese enterprises, especially in the Central Highlands.

The innovation ecosystem cannot be without the presence of businesses. Technology companies, startups, and small and medium-sized enterprises, if they know how to take advantage of this connected environment, will find brainpower, international partners, and technology transfer opportunities right at home.

Binh Dinh is suggesting a "three-house" model: the state - scientists - businesses working together, sharing together and creating together.
