The Politburo basically approved the military personnel plan to participate in the 14th Central Committee.

Chaired by General Secretary To Lam - Secretary of the Central Military Commission, the Politburo today worked with the Central Military Commission Standing Committee to give opinions on the draft documents and personnel plan to be submitted to the 12th Party Congress of the Army for the 2025-2030 term.

The Politburo listened to the Central Military Commission's Standing Committee report on preparations for the 12th Party Congress of the Army for the 2025-2030 term.

The Politburo acknowledged and highly appreciated the positivity and proactiveness of the Central Military Commission, functional agencies, and Party committees and organizations at all levels in the Army Party Committee in directing the preparation and organization of congresses in advance at all three levels (base level, directly above the base level, and directly under the Central Military Commission) in a truly exemplary and typical manner to draw experience in directing party congresses at all levels throughout the army to achieve very good results.

The presiding officers were elected to the new term Party Committee and the delegates to the higher-level Party Congress were elected with a very high number of votes of confidence. At the same time, they proactively prepared all aspects, especially documents and personnel for the 12th Military Party Congress in accordance with the spirit of Directive No. 45 of the Politburo and the Central Committee's guiding documents.

The political report was carefully and scientifically prepared; thoroughly grasping and concretizing the draft documents of the Central Committee submitted to the 14th Party Congress, especially the new contents, ensuring brevity, clarity, and high generality. The political report comprehensively reflects the outstanding results and achievements, clarifies the limitations, shortcomings, causes, and draws 5 lessons of high practical value in leading and directing the implementation of the Resolution of the 13th Party Congress and the Resolution of the 11th Military Party Congress.

The political report identifies the vision, sets out specific and practical directions, goals, military and defense tasks and Party building tasks for the 5-year period (2025-2030) to meet the requirements of building a modern army, a modern all-people national defense and the task of protecting the Fatherland in the new situation.

In addition, the report shows that the Party Committee of the Army is a model in the whole Party in terms of solidarity, unity of will and action; strict discipline; and united strength and unity for the highest goal of protecting the Party, the Fatherland and the people.

The review report was prepared seriously, frankly, honestly, democratically, demonstrating a high fighting spirit, self-criticism and criticism. The review content is comprehensive with 4 groups of outstanding advantages and clearly points out the limitations, shortcomings and responsibilities of the Central Military Commission and the Central Military Commission Standing Committee in leading and directing the implementation of tasks for the 2020-2025 term; identifying practical and highly feasible solutions.

The draft Resolution ensures brevity and outlines all the core and important contents that the Congress needs to consider and decide; demonstrates the spirit of innovation and determination to make breakthroughs in development with very specific directions, goals, breakthroughs and tasks, and main solutions on military, national defense, and Party building of the Army for the 2025-2030 term, which is the basis for completing the Action Program and developing an implementation plan during the term.

The contents of the action program to implement the Congress Resolution were carefully prepared, specifying the directions, goals, and key tasks of the Political Report; identifying major programs with specific, feasible tasks, projects, and proposals.

The Politburo proposed to continue researching and reporting to the Congress for discussion and comments on tasks and solutions to successfully implement the Resolution set forth by the Congress.

The Politburo basically approved and highly appreciated the personnel plan for military officers participating in the 14th Party Central Committee; personnel for the Central Military Commission, the Central Military Commission's Inspection Commission for the 2025-2030 term, and personnel for delegates to the 14th Party Congress.

The Politburo requested the Central Military Commission Standing Committee to continue to closely review to ensure compliance with Congress personnel regulations.

The Politburo agreed with the plan to organize the 12th Party Congress of the Army as determined by the Central Military Commission Standing Committee.

Based on the conclusions of the conference, the Politburo requested the Central Military Commission Standing Committee to absorb the opinions at the working sessions and comments from agencies to continue perfecting the content of the documents and personnel work of the Congress, leading and directing all preparatory work well; organizing the 12th Army Party Congress to be a great success, truly exemplary and typical in the entire Party and the entire army.
