Ministry of Industry and Trade directs response to landslide and flash flood risks

The Ministry of Industry and Trade issued Official Dispatch 3744/CD-BCT dated May 26, 2025 on focusing on responding to the risks of landslides and flash floods.

Telegrams sent to the Departments of Industry and Trade of the following provinces and cities: Lao Cai, Yen Bai, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Thai Nguyen, Lang Son, Quang Ninh, Bac Giang, Phu Tho, Vinh Phuc, Hanoi , Hoa Binh, Son La, Lai Chau, Dien Bien, Thanh Hoa, Nghe An, Ha Tinh. Vietnam Electricity Group; corporations and general companies in the Industry and Trade sector. Owners of hydroelectric dams and mineral exploitation projects in the following provinces and cities: Lao Cai, Yen Bai, Tuyen Quang, Ha Giang, Cao Bang, Bac Kan, Thai Nguyen, Lang Son, Quang Ninh, Bac Giang, Phu Tho, Vinh Phuc, Hanoi, Hoa Binh, Son La, Lai Chau, Dien Bien, Thanh Hoa, Nghe An, Ha Tinh.

The dispatch stated that from the beginning of May 2025 until now, although it has not yet entered the peak of the rainy season, there have been many dangerous weather phenomena such as thunderstorms, tornadoes, lightning, heavy rain causing floods, flash floods, landslides, causing damage to people's lives and property, especially in some provinces such as Lai Chau, Bac Kan , Quang Ninh, Ha Tinh...

Pursuant to Official Dispatch No. 70/CD-TTg dated May 23, 2025 of the Prime Minister, in order to proactively respond to the complicated developments of floods in the coming time, minimizing damage to people and property, the Minister of Industry and Trade requests units in the industry and trade sector not to be subjective, continue to closely monitor the developments of floods, proactively direct and deploy response work according to their authority, ensuring timeliness and effectiveness, focusing on the following main tasks:

Departments of Industry and Trade of provinces and cities : Strictly implement Official Dispatch No. 70/CD-TTg dated May 23, 2025 of the Prime Minister. Direct hydropower dam owners in the area to strictly implement the single reservoir and inter-reservoir operation procedures approved by competent authorities, ensuring scientific operation, absolute safety for the project, contributing to flood reduction for downstream areas, and effectively using water resources for power generation during peak hot months.

The Department of Industry and Trade of the provinces in the Red River basin coordinates with the Civil Defense Command Committees at all levels and the Vietnam Electricity Group in directing the operation of hydropower reservoirs in compliance with the inter-reservoir operation process of the Red River basin according to Decision No. 740/QD-TTg dated June 17, 2019, amended and supplemented by Decision No. 992/QD-TTg dated May 14, 2025 of the Prime Minister, ensuring absolute safety for hydropower projects on the Red River system.

Strengthen inspection of safety assurance for mineral exploration and exploitation activities, power grid systems and dam and hydropower reservoir operations in the management area, especially critical dams, small hydropower plants or those under construction or repair. Timely detect landslide-prone areas to post warning signs, closely coordinate with local authorities to provide timely information, and ensure safety for people, especially in emergency flood discharge situations.

Timely advise the Provincial People's Committee to direct investors of industrial works, especially hydropower and mineral exploitation works under construction in areas at risk of flash floods and landslides to temporarily stop construction, have plans to evacuate workers and machinery, materials and equipment to safe places, and ensure uninterrupted communication to serve incident response, natural disasters and search and rescue.

Urgently review areas that are likely or at risk of being cut off and isolated to promptly develop specific plans for stockpiling goods, ensuring the supply of essential goods, especially food, drinking water, and necessities to serve the people, especially households in cut off and isolated areas. Do not allow shortages of essential goods to serve the people.

Vietnam Electricity Group : Directs power units in localities and hydropower dam owners under their management to prepare sufficient human resources, materials, means, and logistics according to the "4 on-site" motto to respond to the developments of floods and storms, strengthen inspection and self-inspection of power grid projects and hydropower dams to ensure safe and stable power supply, especially for important loads, and prepare all plans to restore power as soon as possible to areas affected by floods and storms.

Direct units managing and operating hydropower projects under their management to fully implement the requirements in this Official Dispatch. Direct units managing and operating hydropower reservoirs under their management in the Red River basin to properly implement the provisions in Decision No. 992/QD-TTg dated May 14, 2025 of the Prime Minister.

Mobilize maximum resources to speed up the construction progress of dismantling the embankment, constructing the canal area to the water intake of the Hoa Binh Hydropower Plant Expansion Project and completing it before the 2025 flood season.

At the same time, closely monitor weather and flood developments to proactively carry out the work of dismantling the embankment and constructing the canal area at the water intake of the Project, minimizing the impacts caused by rain and floods.

In case the regulation plan is different from the issued Inter-reservoir Operation Procedure on the Red River Basin, Vietnam Electricity Group shall propose the reservoir operation plan and immediately report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention) for consideration and decision.

Coordinate with the Department of Industry and Trade to direct and inspect the implementation of measures to ensure the safety of dams, especially weak dams, small hydropower plants or those under construction or repair; the operation of hydropower reservoirs to ensure the safety of works and downstream safety in accordance with the development of rain and floods, ensuring absolute safety for large hydropower projects on the Red River system.

Other Corporations and General Corporations in the Industry and Trade sector: Closely monitor the developments of the flood situation in the coming time from the National Center for Hydro-Meteorological Forecasting to promptly direct and urge disaster prevention work at facilities under their management, ensure safety for people and key works, prepare resources, means and materials to promptly handle situations caused by natural disasters, and quickly restore production.

National Power System and Electricity Market Operation Company: Closely coordinate with reservoir management and operation units and relevant agencies and units to develop plans to mobilize electricity from Hoa Binh and Son La hydropower plants in accordance with progress.

Facilitate the dismantling of the embankment, minimize the construction time of the canal area into the water intake of the Project, promptly restore the ground conditions for Hoa Binh and Son La reservoirs to perform flood control tasks according to the regulations of the Inter-reservoir Operation Procedure on the Red River Basin and ensure absolute safety for the Hoa Binh Hydropower Project.

At the same time, note that the operation of Son La reservoir ensures the capacity to cut and reduce floods for downstream areas according to the plans and scenarios of floods on the reservoir as proposed with Document No. 680/EVN-KTSX dated January 25, 2025 of Vietnam Electricity Group.

Direct subordinate units to mobilize maximum resources to maintain 24/24h duty, ensure smooth communication with power generation units and power transmission units to ensure stable power supply in all situations, strictly comply with regulations on power system dispatch. Prepare all technical backup plans to maintain safe operation of the power system when incidents occur.

Hydropower dam owners: Strictly comply with the operating procedures of inter-reservoirs and single-reservoirs approved by competent authorities, especially when unusual situations arise; operate scientifically, ensure absolute safety for the project, prevent artificial floods, contribute to flood reduction downstream, and pay attention to notify people early before operating flood control.

Strengthen inspection and assessment of dam status, equipment, flood discharge and water intake operations, flood discharge warning systems in downstream areas... and promptly correct any defects (if any).

Implement plans to ensure the safety of dams, downstream areas of reservoirs and unfinished construction works, especially key areas and incidents caused by previous floods that have not been resolved.

Coordinate with relevant authorities, districts, towns and cities to organize propaganda for people about the operation and regulation of hydroelectric reservoirs, skills to prevent drowning accidents when working and traveling in river and stream areas downstream of hydroelectric plants.

Mineral exploitation and processing units: Inspect and review waste dumps, mines, warehouses, waste dump dike systems, tailings sludge dam systems, etc. to detect damages and defects that pose a safety risk in order to proactively handle them and have plans to ensure safety for works and neighboring residential areas, especially in the event of heavy rain and floods; regularly reinforce drainage systems and dredge waste ponds to avoid the risk of mud overflow and dam breakage.

Proactively handle and have plans to relocate machinery, equipment, and houses in dangerous areas, places at risk of landslides, mud and rock spills. Carefully inspect hillsides, slopes, around and behind construction sites, warehouses, factories, operator offices, and buildings near slopes... to promptly detect landslide risks and prepare timely response plans and measures.

The telegram requests units of the Industry and Trade sector to focus on directing and strictly implementing this telegram, prepare forces, means and equipment to promptly respond to the complicated developments of the flood situation in the coming time and participate in rescue when requested; regularly update and report information to the Standing Office of Natural Disaster Prevention and Search and Rescue of the Ministry of Industry and Trade (phone: 024.22218310; Fax: 024.22218321.
