On the afternoon of November 21, at the Ministry of Industry and Trade , the Domestic Market Department had a working session with the United States Grains Council (DDGS) on cooperation in developing the energy and biofuel sectors.

Attendees included representatives from the Department of Domestic Market, Department of Science and Technology, Department of Oil, Gas and Coal, Department of Europe - America Market, Mr. Ryan LeGrand, President and General Director of the US Grains Council and other relevant units.
Speaking at the meeting, Deputy Director of the Domestic Market Department Nguyen Thuy Hien said: " The Vietnamese Government always considers promoting green growth as a key task to create a sustainable development space, in depth, not only for the present, but also for future generations ."

Ms. Nguyen Thuy Hien informed that in recent times, to promote biofuels, the Ministry of Industry and Trade has developed national standards for gasoline, diesel fuel and biofuels. Information and propaganda work on the benefits of using E5 gasoline.
At the same time, implement solutions to encourage the use of biofuel (such as flexibly managing gasoline prices to create a reasonable price difference between traditional gasoline and biofuel). Cooperate internationally with a number of prestigious organizations in the world to develop biofuel in Vietnam.
Mr. Dao Duy Anh, Deputy Director of the Department of Science and Technology (Ministry of Industry and Trade) said: " In the coming time, we will review and implement the draft on the roadmap for biofuel use in Vietnam to submit to the Government. We welcome the US Grains Council's comments to complete this task ."

Also at the meeting, Mr. Ryan LeGrand, President and CEO of the US Grains Council, said: “ I highly appreciate the Memorandum of Understanding on Biofuel Cooperation between the Ministry of Industry and Trade of Vietnam and the US Grains Council (MOU) in 2020. To promote biofuels in Vietnam, I am very pleased that we have had joint activities, most notably the recent Ethanol workshop in Vietnam. In the coming time, President-elect Donald Trump is also a supporter of Ethanol production and trading. This will be the potential for us to make new strides in our cooperative relationship .”

According to Ms. Nguyen Thuy Hien, the Ministry of Industry and Trade welcomes the goodwill of the US Grains Council in the field of biofuels, and is ready to cooperate with the US Grains Council. Therefore, the Ministry of Industry and Trade proposes directions for cooperation, focusing on a number of contents.
Firstly, exchanging documents and experiences, providing technology for blending, storing, preserving, distributing and testing biofuels (E5 on RON A95 gasoline and E10 on RON A92, RON A95 gasoline), sustainable aviation biofuels (SAF), as a scientific and practical basis for reviewing and adjusting the roadmap for blending and using biofuels in the coming time in Vietnam.
Second , provide and exchange documents on standards and technical regulations related to biofuels.
Third , organize technology tours, exchange experiences on management, production, and commercialization of biofuel products in countries that have successfully deployed the use of biofuels; invite experts, scientists, and managers to Vietnam to carry out a number of activities to support training and technical training on production, blending, transportation, and preservation of biofuels.
Fourth , organize seminars and conferences on biofuel production and blending in Vietnam.
Fifth , implement activities to enhance communication capacity on the consumption and use of biofuels in Vietnam.
Concluding the meeting, Ms. Nguyen Thuy Hien expressed her trust and appreciation for the US Grains Council for proactively proposing that the Ministry of Industry and Trade chair a meeting with the Council delegation on cooperation in developing the energy and biofuel sectors. This is the first step for the two sides to implement more effective activities to continue establishing cooperation agreements between the two sides on developing the energy sector, especially biofuels in Vietnam.

Some cooperation contents between the Ministry of Industry and Trade and the US Grains Council in recent times: The Ministry of Industry and Trade signed a Memorandum of Understanding on cooperation in the field of biofuels between the Ministry of Industry and Trade of Vietnam and the US Grains Council (hereinafter referred to as the MOU) on October 28, 2020 in Hanoi, within the framework of the Indo-Pacific Business Forum (IPBF) to celebrate 25 years of enhancing economic and trade cooperation between Vietnam and the United States. The Ministry of Industry and Trade held a meeting with the participation of relevant units in the Ministry, the US Grains Council, the Department of Agriculture of the US Embassy in Vietnam, the Vietnam National Petroleum Group and the Vietnam Oil Corporation to discuss cooperation contents on biofuel development in Vietnam. The Ministry of Industry and Trade sent representatives to attend and coordinate with the US Grains Council to invite businesses in the petroleum sector to attend the Online Conference on "Ethanol: The process of carbon reduction of transportation fuels in the bioeconomy" on August 25, 2021. The Ministry of Industry and Trade (Domestic Market Department) co-chaired with the US Grains Council and the Vietnam Petroleum Association to organize the Workshop "Asia Decarbonization Forum: Vietnam Biofuels" on June 28-29, 2023 in Da Nang with the participation of over 150 delegates. The Ministry of Industry and Trade will send representatives to attend the Global Ethanol Conference in the United States (2023); the Biofuel Industry Work and Survey Program (2024) organized by the U.S. Grains Council in the United States; the Asia Sustainable Aviation Fuel and Bioethanol Summit 2024 in Tokyo organized by the U.S. Grains Council (2024). The Ministry of Industry and Trade and the US Grains Council regularly exchange and provide information on policy mechanisms and related research in the biofuel sector of both countries. |
