Ministry of Industry and Trade approves Tri An lake operation process

Accordingly, the Ministry of Industry and Trade promulgates, together with this Decision, the operating procedures of Tri An Hydropower Reservoir. This Decision takes effect from the date of signing.

This Decision replaces Decision No. 2700/QD-BCT dated August 2, 2018 of the Minister of Industry and Trade on promulgating the operation process of Tri An hydropower reservoir.

Regarding the scope of regulation, according to the Ministry of Industry and Trade, this procedure regulates the operation and regulation of Tri An hydropower reservoir during flood and dry seasons, replacing the operation procedure attached to Decision No. 2700/QD-BCT dated August 2, 2018 of the Ministry of Industry and Trade.

Applicable subjects: Owner of Tri An Hydropower Project - Vietnam Electricity Group. The reservoir management and operation unit, Tri An Hydropower Company, directly manages and operates Tri An Hydropower Reservoir.

Owners, organizations and individuals exploiting other dams and reservoirs in the same Dong Nai river basin and related organizations, agencies and individuals in the operation of Tri An hydropower dam and reservoir.

In addition, according to the general principle of responsibility for ensuring safety for works, the Decision clearly states that if the order to operate Tri An hydropower reservoir is contrary to the regulations in this process, leading to the headworks, the system of irrigation works, traffic and people's lives downstream being unsafe, the person giving the order must be responsible before the law.

If the Director of Tri An Hydropower Company fails to comply with the operating orders, leading to the unsafety of the headworks, the system of works and the people living downstream, he/she must be held responsible before the law.

During the operation of the project, if there is a risk of an incident occurring at the headworks, requiring immediate adjustment, the Director of Tri An Hydropower Company must report the incident and propose a solution to the National Civil Defense Steering Committee; Ministry of Industry and Trade; Head of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Dong Nai province...
