Ministry of Education and Training rectifies universities using "strange" combinations for admission

The Ministry of Education and Training has just issued a document requesting training institutions to seriously review the work of enrolling in universities and colleges in preschool education in 2025, especially in choosing the combination of subjects for admission and the admission method.

Accordingly, recently, the Ministry of Education and Training has received information reflecting that some schools use admission combinations that are not suitable for the training sector, causing concerns about the legitimacy and quality of input. If this situation is not corrected, it will seriously affect fairness among candidates and the quality of university training.

2025 is the first year that 12th graders graduate under the 2018 General Education Program, in which students are allowed to choose subjects based on their personal orientation. This leads to some students not studying some subjects that were previously part of the traditional admission combination.

Therefore, keeping the old combinations or using unfounded combinations will create major problems in the admission process.

Faced with the above reality, the Ministry of Education and Training requires schools to review all subject combinations and admission methods currently applied; select subject combinations based on the basic knowledge and core competencies required for the training sector.

For the pedagogical sector, special attention should be paid to the admission combination or entrance threshold which must be closely linked to the requirements for knowledge of the corresponding subject. Schools are responsible for clearly explaining, with scientific and practical basis, each combination and admission method chosen.

The Ministry of Education and Training affirmed that it will resolutely rectify violations of regulations and at the same time require schools to strictly comply with current regulations and guidelines.

The organization of admission must aim to ensure training quality, create fairness for candidates and meet the innovation requirements of the new general education program.

In 2025, the Ministry of Education and Training will not limit the maximum number of admission combinations for each major as in previous years. The goal of this change is to ensure that candidates, regardless of their choice of different high school graduation exams, will still have the same chance of being admitted to their desired major; creating the most favorable conditions for candidates in all regions.

Many universities have announced their 2025 enrollment plans, including using quite "strange" combinations such as enrolling in English Language majors but not including English, or History Pedagogy majors but not requiring History, and enrolling in Medicine majors but not including Biology in the combination. Some universities enroll in Physics and Chemistry Pedagogy majors using block D01, along with some combinations without Physics or Chemistry, etc.

Speaking to the press regarding this issue, Deputy Minister of Education and Training Hoang Minh Son said that the reason why schools use strange combinations for admission is because the schools do not clearly understand the differences between this year's university admission season and previous years.

Specifically, in previous years, high school students studied according to the 2006 general education program and studied all subjects.

In the past, even if the Health major did not include Biology, students still had certain knowledge because they had studied this subject in high school. However, 2025 is the first year that students will graduate from the general education program. The high school program has 4 compulsory subjects: Math, Literature, History and Foreign Language 1, along with optional subjects. Therefore, if a school recruits a medical major without using Biology, it may result in a candidate who did not study this subject being admitted.

The Deputy Minister emphasized that the majors and admission groups must meet basic principles: reliability, assessment of input requirements, and classification of candidates. If these principles are violated, schools should review.
