The Ministry of Education and Training has just announced a draft circular to promulgate the Foreign Language Competency Framework for Vietnam to widely solicit public opinion.
According to the Ministry of Education and Training, the draft was developed to replace Circular No. 01/2014/TT-BGDDT dated January 24, 2014, to meet the requirements of innovation in foreign language teaching and learning in the current period.
The draft has many important adjustments, updating modern language education trends.

Accordingly, Vietnam's Foreign Language Proficiency Framework is updated according to the criteria and content of the Common European Framework of Reference for Languages (CEFR) in 2020, contributing to ensuring compatibility with language education standards that are widely used globally.
Competency descriptions for each skill are supplemented and specified, thereby providing a reference basis for managers, program developers, document editors, teachers and learners in approaching advanced standards.
The draft also adds a "pre-A1" level, according to the explanation of the Ministry of Education and Training, to help cover the entire spectrum of foreign language proficiency, from the introductory stage to the level of proficiency, promptly meeting the needs and trends of foreign language teaching for young children (preschool, primary school) in Vietnam today.
At the same time, the new competency framework creates a favorable legal corridor for educational institutions to promote international cooperation and integration, ensuring consistency between domestic teaching activities and assessment standards of international testing organizations and publishers that are referencing the new competency framework, especially for English.
The Ministry of Education and Training said that the draft circular was developed in accordance with the spirit of Decision 2371 of the Prime Minister on making English the second language in schools in the 2025-2035 period, with a vision to 2045.
The foreign language competency framework for Vietnam, if issued, will be the basis for implementing teaching, evaluating and developing foreign language programs throughout the education system.
