Circular 29/2024, issued by the Ministry of Education and Training late last year and effective from February 14, 2025, stipulates that when providing extracurricular tutoring outside of school, individuals and organizations must register their business, publicly disclose information on tuition fees, duration, etc. Additionally, teachers are prohibited from charging fees for tutoring students in their regular classes.
Schools are only allowed to provide free extra tutoring for three groups: those with unsatisfactory results; selected gifted students; and graduating students who voluntarily register for exam preparation for grade 10 and high school graduation. However, extra tutoring within the school is limited to a maximum of two lessons per week for each subject.
At the Ho Chi Minh City Department of Education and Training's conference summarizing the 2024-2025 school year and outlining tasks for the new school year, Deputy Minister of Education and Training Pham Ngoc Thuong stated that managing extracurricular tutoring will continue to be one of the key tasks in the coming period.
In particular, with the shift from a three-tiered government structure to a two-tiered model, some provisions in Circular 29/2024 need to be amended. The Department of General Education , Ministry of Education and Training, has been requested to provide advice on this matter as soon as possible.
The Deputy Minister emphasized the overarching and unchanging principle of restricting widespread private tutoring. This was reaffirmed in the guiding principles outlined in Resolution 71 on breakthroughs in education and training development, issued by the Politburo and recently signed by General Secretary To Lam.
"The consequences of extra tutoring are enormous; if it becomes widespread, it will stifle the self-study movement among students," the Deputy Minister shared.
Mr. Thuong emphasized that Ho Chi Minh City needs to continue researching solutions to effectively implement Circular 29, limiting the widespread practice of extra tutoring, which is a major negative consequence and stifles students' self-learning spirit.
In addition, Mr. Thuong emphasized the importance of effective coordination between families, schools, and society.
He shared that some parents have said they don't have enough knowledge to teach their children anymore, which may be true because education has changed. However, he cited the example of the top-scoring student nationwide in the 2025 high school graduation exam, whose father was a construction worker and whose mother was illiterate.
This shows that parents, while not directly teaching their children, always create the best conditions for their children's education, willing to endure hardships. Therefore, nowadays, the collaboration between parties does not necessarily require parents to directly teach their children; it can involve encouragement and cooperation with the school, creating the best possible conditions for their children.
A week ago, at the Ho Chi Minh City general education sector's year-end conference, the Director of the Ho Chi Minh City Department of Education and Training, Nguyen Van Hieu, also emphatically requested teachers to strictly implement Circular 29.
He emphasized that teachers who want to give extra lessons must register at an independent center. The Department also has management software, and schools must update information on which teachers teach where, and which students are involved... The city will resolutely take action if teachers violate the regulations.
