The Ministry of Education and Training issued unified regulations on salary classification for public high school teachers.

The Ministry of Education and Training has just issued a document consolidating the Circular regulating codes, professional title standards, and appointment and salary arrangement for teaching staff in public high schools.

This document will consolidate the regulations issued in Circular No. 04 and Circular No. 08 on professional title standards and appointment and salary arrangement for teaching staff in public high schools.

How are high school teachers' salaries ranked?

Officials appointed to the professional positions of high school teachers are subject to the corresponding salary table issued with Decree No. 204 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:

Grade III high school teachers, code V.07.05.15, are applied the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;

Grade II high school teachers, code V.07.05.14, are applied the salary coefficient of type A2 civil servants, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38;

Grade I high school teachers, code V.07.05.13, are applied the salary coefficient of type A2 civil servants, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

Salary classification when appointed to a professional title rank is implemented according to the guidance in Clause 1, Section II of Circular No. 02 dated May 25, 2007 of the Ministry of Home Affairs guiding salary classification when upgrading, transferring ranks, changing types of civil servants and public employees and according to current regulations of law. When implementing the new salary policy, the classification to the new salary is implemented according to the regulations of the Government.

Also according to the consolidated document, the time for high school teachers to hold rank I, rank II, and rank III as prescribed in Joint Circular No. 23/2015/TTLT-BGDĐT-BNV is equivalent to the time for holding rank I, rank II, and rank III as prescribed in this Circular.

The time a teacher holds the rank of senior secondary teacher (code 15.112) is determined to be equivalent to the time a teacher holds the rank of grade II (code V.07.05.14). The time a teacher holds the rank of secondary teacher (code 15.113) is determined to be equivalent to the time a teacher holds the rank of grade III (code V.07.05.15).

In case a teacher takes the exam or is considered for promotion to the professional title of high school teacher grade II (code V.07.05.14), if he/she has a master's degree, meets the training standards of a high school teacher grade II and has held the professional title of high school teacher grade III (code V.07.05.15) or equivalent for at least 6 years, he/she is determined to have met the requirements for time holding the rank according to regulations.

Cases of appointment to the professional title of high school teacher

According to this document, officials who have been appointed to the professional title ranks of high school teachers according to the provisions of Joint Circular No. 23/2015/TTLT- BGDĐT-BNV are now ranked with equivalent professional titles.

Newly recruited high school teachers who have completed the probationary period as prescribed and are assessed by the head of the public service unit as meeting the requirements will be appointed to the correct professional title rank of the high school teacher for whom they have passed the exam.

Some special cases

In addition, the consolidated document specifically states a number of cases where teachers currently teaching are determined to meet the standard training standards for high school teachers.

Firstly, teachers assigned to teach Technology must have a bachelor's degree or higher in teacher training in Technology, Industrial Engineering, or Agricultural Engineering, or a bachelor's degree or higher in a major appropriate to the subject of Technology, Industrial Engineering, or Agricultural Engineering.

In case of having a bachelor's degree or higher in a relevant major, there must be a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training.

Second, teachers assigned to teach the subject of Economic and Legal Education must have a bachelor's degree or higher in teacher training in Civic Education or Political Education or a bachelor's degree or higher in a major appropriate to the subject of Civic Education or Political Education.

In case of having a bachelor's degree or higher in a relevant major, there must be a certificate of pedagogical training for high school teachers according to the program issued by the Minister of Education and Training.
