The Ministry of Education requires reviewing the teaching of linked subjects and strengthening

VnExpressVnExpress29/09/2023

The Ministry of Education has asked the Departments to review the linking of extracurricular teaching in schools, after negative public opinion about this.

On September 28, Deputy Minister of Education and Training Pham Ngoc Thuong signed an official dispatch requesting the Departments of Education and Training to review and report on the situation of extracurricular activities in schools, from preschool to general education, and continuing education. In addition, the departments are to evaluate the advantages and disadvantages and make recommendations, and send them to the Ministry before October 15.

According to the Ministry, life skills education activities, foreign language teaching links, enhanced information technology... according to learners' needs have contributed to consolidating and improving knowledge, skills and comprehensive personality education for learners. However, the management of extracurricular education is still limited, leading to concerns, worries and creating negative public opinion about this type.

Therefore, the Ministry recommends that the Departments strengthen management and direct schools to strictly implement regulations on linkage and organize extracurricular educational activities according to learners' needs.

Previously, four provinces and cities including Da Nang, Hai Phong, Hanoi and Nghe An announced to rectify the joint teaching activities between schools and centers. Nghe An in particular has temporarily suspended the joint life skills education activities in schools since the beginning of September to review the curriculum, expertise, professional certificates of the teaching staff, the physical conditions and organization of the centers.

The move by the Ministry and localities comes after parents in many places reported that schools inserted linked and enhanced classes such as STEM, English with foreigners, life skills, etc. into the regular school timetable, or "forced" students to participate. This caused unfairness among students, making them upset.

Responding to VnExpress , Mr. Thai Van Tai, Head of the Primary Education Department, Ministry of Education and Training , said that the 2019 Education Law encourages and creates conditions for organizations and individuals to invest and contribute their intelligence, efforts, and assets to education.

If the associated parties have functions and tasks, are strictly managed, and the content meets the requirements, then this is the force that accompanies the school in implementing the socialization policy to improve the quality of education and meet the needs of learners.

However, this must be based on a survey of student and parent needs, and on a voluntary basis. The timetable must be arranged scientifically, appropriate in terms of duration, time during the school day and week, as well as the psychology of the age group, to avoid overloading students. Schools must not force students to participate or insert voluntary educational activities into regular school hours if there are students in the class who do not have the need.
