Accordingly, the District Party Committees, Town Party Committees, and City Party Committees in Bac Ninh province decided to end the activities of the Party Committees of communes, wards, and towns; the Party Committees and grassroots Party cells of the Party and mass organizations' committees and agencies; the Party Committees and grassroots Party cells of the State agencies and units under the district-level People's Committees under their management authority from July 1, 2025.
The Executive Committee of the Bac Ninh Provincial Party Committee decided to end the activities of the district, town and city Party Committees and decided to establish 41 commune-level Party Committees under the Bac Ninh Provincial Party Committee from July 1, 2025. Regarding the organizational structure, the new commune-level Party Committee Executive Committee has from 27 to 33 members, the Standing Committee has from 9 to 11 members. The structure orientation includes: Secretary, Deputy Secretary; Chairman of the People's Council (Secretary or Permanent Deputy Secretary concurrently), Chairman of the People's Committee, 1 Vice Chairman of the People's Council, 1 Vice Chairman of the People's Committee...
The number of leaders, civil servants, and public employees in specialized agencies advising, assisting, and public service units of the new commune-level Party Committee is about 15-17; in places with political centers, the number of positions is no more than 20. In the immediate future, we will arrange, allocate, and use the existing number of positions of district-level Party Committee agencies and current commune, ward, and town Party Committees to ensure that the commune and ward Party Committees can operate immediately after the arrangement.
Regarding the new commune-level government, it includes the People's Council (establishing the Legal Committee and the Socio- Economic Committee) and the People's Committee (establishing a maximum of 4 departments and equivalents suitable for rural and urban characteristics)...
Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan emphasized that the new model has come into operation, the workload is large, many new issues arise, the leaders (expected) of the new communes and wards are fully aware of their responsibilities, prepared in terms of mindset, methods, knowledge; steadfast in their mettle to well carry out the trial operation from June 15, officially from July 1, 2025.
The members of the Standing Committee of the Bac Ninh Provincial Party Committee in charge of the area are interested in leading, directing, and guiding the Standing Committees of the District Party Committees, Town Party Committees, City Party Committees, and the Party Committees of the communes and wards to review the personnel work closely according to regulations, ensuring capacity, work experience, and expertise; paying attention to the criteria and structure of female cadres, young cadres, and science and technology cadres in the Party Committee.
