On July 7th, the Ministry of Interior held a conference with local authorities to review the first six months of the year and implement tasks for the last six months of 2023.
Speaking at the conference, Minister of Home Affairs Pham Thi Thanh Tra stated that in the first six months of 2023, the Home Affairs sector made strenuous efforts, demonstrating determination, decisiveness, and continuous innovation and flexibility, creating significant changes and important results that contributed to the overall achievements of the country and each locality, enhancing the role and position of the sector in the political and social system.
The Ministry of Interior has also proactively and actively advised, proposed, and resolved many new, difficult issues and practical obstacles and shortcomings, especially: proposing a 20% increase in the basic salary for officials, civil servants, and members of the armed forces; addressing the issue of officials, civil servants, and non-specialized personnel at the commune, village, and neighborhood levels; policies on downsizing the workforce; and researching and further improving the institutional system to meet practical requirements and innovate thinking and methods of state management in some areas to meet changes and development trends.

The Ministry has also made efforts to promote digital transformation with a proactive and determined spirit, and has especially completed the construction of the National Database on officials, civil servants, and public employees throughout the system. To date, 1,974,488 out of 2,030,095 records have been synchronized (reaching 96.28%).
Minister Pham Thi Thanh Tra also frankly pointed out a number of difficulties, obstacles, shortcomings, limitations, and inadequacies, such as: The work of building institutions and policy mechanisms in many aspects has not met the requirements of the industry's innovation and the practical demands. There is a situation where officials and civil servants avoid responsibility, shirk their duties, lack responsibility, are afraid of making mistakes, and are hesitant to act. The streamlining of personnel, restructuring the workforce by linking it to job positions, and improving the quality of officials, civil servants, and public employees still face difficulties, limitations, and some areas of confusion...
To accomplish the tasks for 2023, Minister Pham Thi Thanh Tra suggested that, in the coming period, the entire Ministry of Interior should focus on perfecting the institutional and policy system in the 2023 Plan and proactively implement the decrees, circulars, and laws already issued in the Ministry's fields.

Continuing to streamline the organizational structure while reducing staffing levels and the number of civil servants receiving salaries from the state budget is a pressing and urgent issue. We will advise on ensuring that by 2026, we achieve a 5% reduction in civil servant positions and a 10% reduction in the number of civil servants receiving salaries from the state budget. Simultaneously, we will improve the quality of recruitment of civil servants and public employees according to staffing quotas and focus on training and developing cadres, civil servants, and public employees.
Closely monitoring the local area is crucial to prevent the emergence of complex religious and belief-related issues in the current situation. The Ministry of Interior will issue a directive on this matter to strengthen state management of religious and belief issues in the area, proactively preventing and addressing any emerging or complex problems.
Promoting digital transformation across all sectors, doing it well and thoroughly, so that digital transformation truly becomes a driving force for change, and making it a goal that significantly contributes to promoting national digital transformation, building a digital government, digital administration, digital society, and digital economy .
Within the framework of the conference, Minister of Home Affairs Pham Thi Thanh Tra presented certificates of merit to collectives and individuals who had achieved outstanding results in updating, connecting, and synchronizing data with the National Database on officials, civil servants, and public employees in state administrative agencies during phase 1.
