The Central Organizing Committee has just sent a document to the organizing committees of provincial, municipal, and central party committees on exchanging and answering proposals and recommendations related to the work of organizing Party building and political system building of localities and units in the third quarter of 2025.
Based on the synthesis of proposed and recommended contents, the Central Organizing Committee coordinated with the Ministry of Home Affairs to complete the discussion content and answer some problems in the process of operating the new apparatus.

Previously, Lao Cai province proposed that the Central Government review and adjust allowances and special policies to encourage cadres, civil servants and public employees to work in remote, disadvantaged areas according to the two-level local government model.
Responding to the above issue, the Ministry of Home Affairs said: Currently, the policy regime for cadres, civil servants, public employees, workers and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions according to Decree 76/2019/ND-CP dated October 8, 2019 of the Government.
In which, regional allowance according to Joint Circular No. 11/2005/TTLT-BNVBLDTBXH-BTC-UBDT dated January 5, 2005 of the Ministry of Home Affairs, Ministry of Labor, War Invalids and Social Affairs, Ministry of Finance and Committee for Ethnic Minorities; special allowance according to Circular No. 09/2005/TT-BNV dated January 5, 2005 of the Ministry of Home Affairs.
To implement the arrangement and organization of the state apparatus and the arrangement and organization of local governments at 2 levels, the Ministry of Home Affairs is presiding over and coordinating with the Ministry of Finance, the Ministry of Ethnic Minorities and Religions, relevant ministries, branches and centrally-run provinces and cities to review and adjust the regional allowance level and the special allowance level for communes, wards and special zones after the arrangement to unify the application and encourage cadres, civil servants and public employees to work with peace of mind in remote, isolated and particularly difficult areas.
At the same time, the Ministry of Ethnic Minorities and Religions is presiding over the drafting and submission to the Government for promulgation of a Decree on the delimitation of areas with particularly difficult socio-economic conditions, as a basis for cadres, civil servants and public employees working in areas with particularly difficult socio-economic conditions to enjoy the correct policies prescribed in Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government.
