Efforts to collect budget from commune and ward levels

In the context of many economic fluctuations, the task of collecting state budget in the newly merged communes and wards of the province also faces many difficulties, but this is considered an important criterion to evaluate the management and operation capacity of the local government. Many localities have proactively and flexibly implemented measures to ensure correct and sufficient collection, contributing to creating resources for socio-economic development and stabilizing local finances.

Proactive and flexible in operations from the grassroots

Cam Duong Ward is a locality with great potential for industry and services. However, the process of shifting the province's administrative center and fluctuations in the real estate market in recent times have significantly affected the local revenue.

Right from the first days of operation, we identified the task of collecting budget as the top priority, a measure of the administrative capacity of the local government. The ward maintains regular weekly and monthly meetings to review progress, resolve difficulties and clearly assign responsibilities to each officer in charge of revenue sources.

As of mid-October 2025, the total state budget revenue in the ward reached more than VND 2,189 billion, of which the revenues directly implemented by the ward all met and exceeded the estimate. In particular, revenue from the non-state economic sector reached 150%, personal income tax reached 313%, and registration fees exceeded the plan by 18%.

This result is achieved thanks to the close coordination between tax, treasury and financial agencies; regular review and update of changes in production and business households, property leasing households, and new households to include them in the tax management.

Propaganda and mobilization work for businesses and people to fulfill tax obligations has also been promoted, creating consensus and common responsibility in the community.

Mr. Nhan added: “We do not chase after revenue but aim to collect correctly and fully. This is the foundation for the ward to continue to complete and strive to exceed the annual budget, creating a solid foundation for 2026 and the following years.”

Also a new administrative unit after the reorganization, Phong Hai commune manages a large area, increasing population and many arising expenditure tasks. In that context, the commune government has proactively improved its apparatus, clearly assigned people and tasks and promoted the coordination role between departments and specialized units in budget collection work.

According to the report of the Commune People's Committee, by October 16, the total budget revenue reached 29.11 billion VND, equal to 88.7% of the estimate. The whole year's estimated revenue reached 33.01 billion VND, exceeding the assigned plan by 0.6%, in which, many targets were achieved and exceeded the plan such as value added tax reached 104%, personal income tax reached 127.5%, registration fee reached 122.5%, revenue from individual business households exceeded 40.8%.

Phong Hai commune officials contribute ideas to find solutions to collect commune-level budget.

Mr. Vu Trung Dung - Chairman of Phong Hai Commune People's Committee shared: "The commune assigns specific targets to each responsible officer, organizes regular meetings to review the budget collection progress. Large revenues such as land use fees, taxes, fees, and charges are all directly directed and inspected by commune leaders."

Phong Hai also effectively took advantage of the new decentralization policy when it was assigned the authority to issue land use right certificates, helping to shorten the time for handling procedures and increase the number of records generating land use fee payments to the budget.

At the same time, the commune resolutely handles tax arrears and enforces tax collection according to regulations to ensure revenue and expenditure.

Solutions for direction and removal from provincial level

By the end of the first 9 months of 2025, the total state budget revenue of the whole province reached 13,547 billion VND, equal to 100% of the central budget estimate and increased by 30% over the same period last year. This positive result is the effort of the entire political system, in which the key role of the grassroots government, which directly implements and manages revenue sources, is played.

The Provincial People's Committee has directed many key solutions such as strengthening decentralization and authorization to commune and ward levels in the fields of land, fees and construction permits; speeding up public investment disbursement, associated with effectively exploiting revenue from land, production and services; enhancing dialogue with businesses to remove difficulties, support the maintenance of production and business activities; at the same time promoting digital transformation in budget revenue and expenditure management, ensuring transparency, accuracy and timeliness.

Cam Duong Ward organized a direct dialogue with the people to listen to their opinions on land use fee collection.

From these efforts, it can be seen that the province's grassroots financial picture is stable, contributing significantly to the socio-economic development goals for the period 2026 - 2030. The initiative, flexibility and sense of responsibility of the communes and wards in the area are clear evidence of the determination of the whole province in building sustainable, effective and autonomous local finance.
