When developing a plan to reorganize and streamline the apparatus, ministries, branches and localities need to urgently develop a plan to arrange and assign cadres, civil servants and public employees.

Deputy Minister of Home Affairs Truong Hai Long has just issued Document No. 7968 to Ministers of ministries, branches, Heads of Government agencies; Chairmen of People's Committees of provinces and cities on the orientation of developing plans for arranging and assigning cadres, civil servants, public employees and people working under labor contracts when implementing administrative apparatus organization arrangement.

After 5 years, the arrangement of redundant cadres, civil servants and public employees must be completed.

According to the Ministry of Home Affairs, the purpose of arranging and assigning cadres, civil servants and public employees (CBCCVC) in the process of reorganizing the apparatus according to the policies and orientations of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution 19 is to ensure the building of a team of CBCCVC with reasonable quantity and structure, with qualities and capacity to meet the requirements and tasks of each agency, organization and unit in the new period.

The Ministry of Home Affairs emphasized the need to closely follow the policies and directions of the Central Executive Committee, the Politburo , the Central Steering Committee and the Government Steering Committee on streamlining the apparatus associated with restructuring the staff of civil servants and public employees, ensuring that the arrangement does not affect the implementation of political tasks according to the functions and tasks of agencies, organizations and units; improve the efficiency and effectiveness of the operations of agencies and organizations, especially tasks related to serving people and businesses.

At the same time, it is necessary to do a good job of propaganda, creating consensus and unity among the staff; when developing a project to arrange and streamline the apparatus, ministries, branches and localities need to urgently develop a plan to arrange and deploy staff; strictly implement the Politburo's direction on controlling power and preventing corruption and negativity in personnel work; strictly handle organizations and individuals who commit violations in arranging and deploying staff with streamlined organization.

In principle, it is necessary to ensure the comprehensive leadership of Party committees and organizations in arranging and assigning cadres in accordance with regulations; the arrangement and assignment of cadres must be carried out seriously, cautiously, scientifically, strictly, ensuring democracy, publicity and transparency, with specific principles and criteria, suitable to the practical situation of the contingent of civil servants and public employees and the requirements and tasks of each ministry, branch and locality.

Linking the arrangement and reorganization of personnel with streamlining the payroll and restructuring the staff of each agency and unit, reviewing and evaluating the quality of the staff of each agency and unit based on the requirements of the job positions at the new agency and unit to carry out the arrangement and reorganization of personnel, streamlining the payroll and restructuring the staff.

Accordingly, the selection, arrangement and assignment of leaders and managers must be based on their capacity, strengths, prestige, work experience, and specific work product results in accordance with the functions and tasks of the new organization, especially for the head. Ensure the correct title according to regulations, linked to the structure and planning of the Party Committee to prepare well for the personnel work of the Party Congresses at all levels, towards the National Party Congress.

In addition, pay attention to fully and promptly implementing policies and regulations for civil servants and public employees according to the Government's regulations and regulations of ministries, branches and localities; ensure that after 5 years, the arrangement of redundant civil servants and public employees must be completed and the management and use of payroll must be implemented according to general requirements at the newly established agencies and units after the arrangement.

Agencies that are merging and consolidating proactively develop plans to arrange and assign staff.

The Ministry of Home Affairs' guidelines also outline specific arrangement directions.

Specifically, for positions under the management of the Politburo and Secretariat, the Politburo and Secretariat will consider and decide according to their authority.

With titles managed by Party committees, Party organizations, leaders, agencies, units, and localities according to decentralization.

Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities, and merged and consolidated agencies, organizations and units shall proactively develop plans for staff arrangement and assignment.

This ensures the principles in personnel work and the purposes, requirements, and principles in arranging and assigning personnel and following the following orientations:

For the head of an agency, organization or unit, it is necessary to base on practical conditions, standards, and capacity of the staff. The collective leadership of the ministry, branch or locality must decide to select a head who meets the requirements and tasks of the new agency, organization or unit after the arrangement.

The selected personnel may be inside or outside the agencies, organizations, or units merging or consolidating into the new unit.

In case the head of the agency, organization or unit implementing the arrangement does not continue to be the head, he/she will be arranged and assigned to an adjacent lower position and will enjoy policies according to the Government's regulations on organizational arrangement.

Regarding the deputy of the head, the Ministry of Home Affairs recommends that based on the actual number of deputies of the head of the agency, organization, or unit implementing the merger or consolidation, the collective leadership of the ministry, branch, or locality decides to arrange them as deputies of the head of the new agency, organization, or unit after the arrangement or arrange them to another agency, organization, or unit according to the requirements of the task and the capacity of the staff.

In the immediate future, the number of deputies of the heads of agencies, organizations and units formed after the reorganization may be higher than the regulations, but ministries, branches and localities must develop a plan to reduce the number of deputies according to general regulations within 5 years (from the date the competent authority approves the project).

For civil servants and public employees who do not hold leadership or management positions: Ministries, branches and localities, based on the functions, tasks and organizational structure formed after the reorganization, propose a plan to arrange and assign staff suitable to the tasks they are undertaking before implementing the merger or consolidation.

In case there is no longer a task, it is possible to arrange to another agency, organization or unit suitable to the expertise and profession of the civil servant or resolve the policy regime according to the Government's regulations.

In the immediate future, the maximum number of staff of the new agency, organization or unit must not exceed the total number of staff currently present before the merger or consolidation, but ministries, branches and localities must develop a plan to reduce staff, implemented in accordance with the general regulations of the Politburo within 5 years (from the date the competent authority approves the project).

After implementing the organizational restructuring, ministries, branches and localities have plans to train, foster and improve the professional qualifications and skills of staff to meet the requirements of the political tasks of agencies, organizations and units in the new situation.

Conduct review and streamline staffing for cases that do not meet job requirements and lack a sense of responsibility.
