That is the content stated in the official dispatch of the Ministry of Home Affairs recently sent to the People's Committees of provinces and cities regarding the management and use of civil servants working at medical and educational facilities in general schools and kindergartens.
Accordingly, to meet the necessary requirements for arranging teachers and medical staff to serve teaching and health care in localities, the Ministry of Home Affairs proposes to effectively manage and use the number of teachers and medical staff assigned by competent authorities in accordance with the provisions of law.
At the same time, there needs to be reasonable decentralization between local authorities at all levels, ensuring consistency with the goal of promoting decentralization, delegation of power and orientation for arranging administrative units and organizing 2-level local authorities.

The Ministry of Home Affairs also requested the development and implementation of a plan to recruit teachers at general schools, kindergartens and civil servants working at medical facilities within the total assigned staff quota according to regulations, especially the number of teachers that have been added in the period 2022-2026.
Provinces must also reorganize public service units in the fields of education and health according to the guidance of the Steering Committee for reorganizing administrative units at all levels and building a 2-level local government organization model in Official Dispatch 03/CV-BCĐ dated April 15, 2025.
In addition, for the education sector, the Ministry of Home Affairs recommends continuing to implement solutions to ensure teacher recruitment sources such as researching and forecasting the size of the school-age population at each level and grade in the locality, proactively developing plans to use human resources for the education sector.
Localities need to widely inform about recruitment needs and have mechanisms and policies to attract teachers to work.
In addition, provinces are also required to review the number of teachers who have not yet met the standard qualifications prescribed in the 2019 Education Law, make plans, sign contracts with universities assigned to train teachers to conduct training to meet the standard qualifications prescribed in the 2019 Education Law...
In addition to the above specific requirements, the Ministry of Home Affairs also mentioned reviewing and transferring teachers from areas with surplus to areas with shortage, and at the same time studying support policies for teachers who are subject to transfer, especially those working in remote areas, areas with difficult economic conditions, and inconvenient transportation...
Along with that, the provinces also need to commit to accepting teachers back after the transfer period ends if the teachers have a need.
Localities can refer to the ordering and assignment of tasks at public preschool and general education institutions in areas with favorable conditions for socialization, socio-economic development, and densely populated industrial zones to increase the number of public educational institutions implementing autonomy, increase the number of employees receiving salaries from career revenue sources, and reduce the number of employees receiving salaries from the state budget.
At the same time, provinces must also step up decentralization to educational institutions in recruiting or signing contracts with teachers according to norms, ensuring timely resolution of the current surplus and shortage of teachers.
