Build strong enough policies to encourage innovation and creative startups
Delegate Nguyen Thi Lan (Hanoi Delegation) said that the draft Political Report has fully grasped the spirit of Resolution No. 57-NQ/TW and related resolutions of the Politburo, when identifying science and technology, innovation and digital transformation as one of the key driving forces for rapid and sustainable development.
Some major orientations have been mentioned such as developing high-quality human resources, digital infrastructure, technology enterprises, digital economy and digital society, demonstrating a correct, modern vision, suitable for development trends.

The draft Action Program has also concretized these policies with many important tasks, such as perfecting institutions, developing an innovation ecosystem, promoting technology startups, ensuring network safety and security, and enhancing international cooperation in science and technology. "This is a very practical approach, demonstrating a strong spirit in implementation," the delegate assessed.
Adding to this content, delegate Nguyen Thi Lan suggested considering building strong enough mechanisms and policies to encourage innovation and creative startups, thereby more effectively mobilizing resources from the State, businesses and society; emphasizing more on the development orientation of a number of potential fields that need to focus on creating breakthrough values such as biotechnology, precision agriculture, and smart agriculture.
In addition, delegates proposed to add more clarity to the content on data protection, technology security and digital sovereignty, as these are very important and vital issues in sustainable development in the digital age. At the same time, promote international cooperation on high technology, green energy, artificial intelligence; strengthen the connection between the State - enterprises - research institutes - universities to form sustainable and in-depth innovation capacity.
"Clarifying and emphasizing these contents in the Action Program will help to more fully institutionalize the spirit of Resolution 57, and at the same time make Part VII on breakthroughs in science, technology, innovation and digital transformation in the Political Report truly breakthrough, becoming a strategic driving force for the country's development in the coming period," said the delegate.
Additional, clearer assessment of the results and importance of science, technology and innovation
Sharing the same concern, delegate Hoang Thi Doi (Son La Delegation) stated that the implementation of science, technology and innovation tasks of our country in recent times has achieved many outstanding achievements.
Science, technology and innovation are increasingly identified as key driving forces for Vietnam to become a developed country and overcome the middle-income trap. Many policies and strategies have been issued to promote the application and development of science and technology, promote innovation, and proactively participate in the Fourth Industrial Revolution.
Vietnam’s Global Innovation Index (GII) continues to improve, affirming its position in the region. The national and local innovation startup ecosystem continues to be strengthened and expanded, with support centers and spaces established.

Resolution No. 57-NQ/TW of the Politburo has identified 11 groups of national strategic technologies that need to be prioritized for development such as artificial intelligence (AI), big data, blockchain, semiconductor chips, quantum technology, 5G/6G...
The national digital transformation has also achieved remarkable progress on all three pillars: Digital Government, Digital Economy, and Digital Society.
Delegate Hoang Thi Doi affirmed that science, technology, digital transformation and innovation play an extremely important role in the country's development and international integration process. By combining these three factors, Vietnam can develop sustainably, modernize the country and integrate deeply with the world.
Accordingly, science and technology are the foundation for promoting labor productivity, improving product quality and improving people's lives. Digital transformation helps economic, educational, medical and administrative activities become faster, more efficient and transparent, while opening up many new development opportunities. Innovation is the key driving force for the country to catch up with global trends, improve competitiveness and affirm its position in the international arena.
The Son La delegation said that the 2021-2025 period is the period of acceleration and creation of a foundation for science, technology, innovation and digital transformation in Vietnam, with outstanding achievements in policy making, digital infrastructure development and promotion of digital government.
However, besides positive results, there are still difficulties and limitations such as resource mobilization, institutional improvement and human resource training, digital citizen index... are still key tasks that require continued efforts to achieve the strategic goals set out by 2030 and vision to 2045.
Therefore, the Political Report needs to further and more clearly assess the results and importance of science, technology, innovation and digital transformation as a basis for setting out tasks for the next term: towards promoting digital transformation, building and effectively managing the market for digital cultural products and services.
