Minister Do Duc Duy: "Golden opportunity" for breakthroughs in science and technology

The Minister of Agriculture and Environment affirmed that science, technology and digital transformation are identified as a "golden opportunity" for Vietnam to make a breakthrough, in which agriculture and environment are the two key areas that need to make the first breakthroughs.

This morning, May 10, at Kinh Bac Cultural Center (Bac Ninh City), the Ministry of Agriculture and Environment held a conference to deploy the plan to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in agriculture and environment.

In his opening speech, Minister of Agriculture and Environment Do Duc Duy affirmed that science, technology and digital transformation are the foundation for creating breakthroughs for the industry in the new era.

According to Mr. Do Duc Duy, Resolution 57-NQ/TW issued by the Politburo on December 22, 2024 has established a consistent vision: science, technology, innovation and digital transformation are not only decisive factors for sustainable development but also the "best opportunity" for Vietnam to rise to become a developed, rich and powerful country.

In particular, agriculture and environment - two areas under great pressure from climate change, resource depletion, environmental pollution and water security - are identified as "strategic areas" for breakthrough implementation.

According to the Minister, the traditional agricultural production model (based on manual labor, high input costs, low added value) is becoming obsolete. Meanwhile, trends such as circular agriculture, multi-value agriculture, green transformation and digital transformation are becoming increasingly urgent.

“To change the situation, we must innovate our thinking and ways of doing things, and take science, technology and digital transformation as the foundation for development,” Minister Do Duc Duy emphasized.

In recent times, the agricultural and environmental sectors have made many advances in the application of science and technology and digital transformation such as high-tech agricultural models, smart livestock farming, automatic environmental monitoring, and digitalization of land, forest and meteorological data. However, to achieve the goal of "development breakthrough" in the spirit of Resolution 57, the sector still has much to do.

According to Dr. Phan Xuan Dung, Chairman of the Vietnam Union of Science and Technology Associations (former Chairman of the National Assembly's Committee on Science, Technology and Environment), Resolution 57 is consistent with global development trends and puts science and technology, innovation, and digital transformation at the center of development strategy.

Dr. Phan Xuan Dung affirmed that no country can develop sustainably without possessing modern science and technology. The State plays a leading role, and scientists are the main force that will help effectively implement major goals.

“Abandoning the mindset that if you can’t control something, ban it is also a breakthrough step to pave the way for innovation,” said Dr. Phan Xuan Dung. He assessed that the goal of bringing Vietnam into the top 50 countries with the most competitive science and technology capacity is completely feasible if we take advantage of the opportunity.

Dr. Phan Xuan Dung also emphasized the key role of agriculture and the environment. Although the proportion of agriculture in GDP has decreased, it is still a pillar of social security. Regarding the environment, Vietnam firmly adheres to the principle of not trading the environment for growth, and is shifting to a circular economy, considering waste as a resource.

Mr. Phan Xuan Dung said that the Vietnam Union of Science and Technology Associations currently has 3.7 million members (including more than 2.2 million intellectuals and 574 science and technology organizations nationwide). Socialized resources have been mobilized dozens of times more than state capital. Dr. Phan Xuan Dung proposed to increase research orders and apply scientific results to practice.

From a local perspective, Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan said that this is a valuable opportunity for Bac Ninh to absorb the spirit of the resolution, while accessing initiatives and practical experiences from experts, businesses, research and training organizations, etc.

Mr. Tuan pledged that the locality will create favorable conditions for scientific and technological initiatives and digital transformation to be applied in practice, contributing to improving competitiveness and developing modern, sustainable and environmentally friendly agriculture.

Within the framework of the conference, the Ministry of Agriculture and Environment signed a series of cooperation documents on science and technology development and innovation with the Vietnam Union of Science and Technology Associations, the Vietnam Construction Association and businesses and industry associations, aiming to expand links for practical application.

According to the Ministry of Agriculture and Environment, with a strong spirit of action, the conference will create new momentum for science and technology, innovation and digital transformation to truly become the foundation for developing green agriculture, circular economy, effective resource management and sustainable environmental protection.
