The above is the speech of Minister of Planning and Investment Nguyen Chi Dung at the working session with Mr. Yamamoto Ichita, Governor of Gunma Prefecture, Japan, which took place on the afternoon of October 11, 2024. Also attending the working session were Deputy Governor of Gunma Prefecture; President of Gunma Bank; Counselor, Embassy of Japan in Vietnam and businesses of the province.
Welcoming Governor of Gunma Prefecture Yamamoto Ichita and the delegation to visit and work at the Ministry of Planning and Investment, Minister Nguyen Chi Dung welcomed the determination and efforts of Governor Yamamoto and the Gunma Prefecture Government in promoting relations with Vietnam and Vietnamese partner localities; especially the efforts in encouraging provincial enterprises to invest in Vietnam.
Minister Nguyen Chi Dung emphasized that Vietnam always welcomes, encourages and will always accompany and create favorable conditions for Japanese enterprises in general and Gunma enterprises in particular to invest in Vietnam smoothly and successfully. At the same time, he said that Vietnam has many points to attract investment with a stable political system; abundant human resources and is in the golden population period, young and enthusiastic workforce; The Vietnamese Government has been making efforts to improve the investment and business environment, improve infrastructure, institutions, invest in human resource development, high-quality human resources, human resources in the semiconductor industry;...
Recently, the Ministry of Planning and Investment successfully organized the Vietnam Innovation Day 2024 and the 5th Anniversary of the National Innovation Center (NIC) with the participation of Prime Minister Pham Minh Chinh and the participation of leaders of domestic and international enterprises, technology corporations, and research institutions. In particular, NIC has many fields and activities, especially in new technology industries and hopes that businesses and universities in Gunma province can participate in cooperation opportunities. Especially in industries related to digital transformation, digital economy , green economy, and circular economy.
Regarding cooperation opportunities in the coming time, Minister Nguyen Chi Dung said that the room and potential for investment cooperation between Japanese enterprises as well as Gunma province is still very large. Therefore, Vietnam encourages enterprises in many different fields to invest more in Vietnam; first of all, taking advantage of the potential strengths of enterprises and the potential of the Vietnamese market to invest and do business; then, joint ventures, partnerships with Vietnamese enterprises, research, technology transfer to grow together, participate in the global value chain, bringing benefits to both sides.
In general, the two sides still have many opportunities for cooperation through various cooperation methods. In the coming time, the Gunma provincial government and enterprises of the province need to study so that the investment models of Gunma enterprises investing in Vietnam become typical models, contributing to further promoting the cooperative relationship between the two sides, the Minister emphasized.

Governor of Gunma Prefecture Yamamoto Ichita thanked Minister Nguyen Chi Dung for his welcome and for his information and sharing; he agreed with the Minister's assessment of the current good cooperative relationship as well as the potential, space and opportunities for cooperation between the two countries in general and with Gunma Prefecture in particular in the coming time.
Mr. Yamamoto Ichita informed the Minister about the results of activities to bring Gunma province enterprises to visit Vietnam; Share information to solve problems of enterprises investing and planning to invest in Vietnam; Express the desire to continue to support the promotion of economic and human resource exchanges between the two countries. At the same time, he said that joining this working group, there are 5 enterprises that have registered to invest in Vietnam and are expected to start operating next year in many different fields. These enterprises have invested in Guama province and some other countries. Currently, many enterprises of the province are interested and want to invest in Vietnam.
Mr. Yamamoto Ichita also highly appreciated the Minister's proposal to study the investment model of Gunma province's enterprises investing in Vietnam to become a typical model; affirmed that the province highly values this proposal and will have specific plans to successfully implement the model, bringing benefits to both sides.
Appreciating the potential advantages of Vietnam, especially human resources, including abundant information technology human resources, Mr. Yamamoto Ichita said that in the era of strong development in digital transformation and digital economy, the connection in information technology is very necessary; He also appreciated that Vietnam is taking advantage of science and technology to develop the socio-economy, especially green economy, circular economy... and believed that the province's enterprises in the fields of energy and agriculture will contribute to the implementation of this goal.
On this occasion, Mr. Yamamoto Ichita expressed his wish to continue receiving the attention of the Ministry of Planning and Investment in general and Minister Nguyen Chi Dung in particular in continuing to maintain the attention and create favorable conditions to support Gunma province enterprises to confidently carry out their activities in Vietnam; thereby contributing to promoting investment cooperation between Vietnam - Japan in general and Vietnam and Gunma province in particular./.
