Implementing Conclusion No. 200-KL/TW dated October 17, 2025 of the Politburo and the Secretariat on the results of organizing party congresses at all levels towards the 14th National Party Congress, the Party Committee of the Ministry of Justice has organized the collection and synthesis of comments from cadres, party members and socio-political organizations on the draft documents to be submitted to the 14th National Party Congress through conferences, seminars and thematic discussions, ensuring in-depth, focused and substantive discussions.
Most opinions commented that the drafts were carefully prepared, scientifically and comprehensively, honestly reflecting the country's great achievements after nearly 40 years of renovation, while demonstrating new thinking and strategic vision for development in the coming period. In addition to the consensus, many opinions focused on in-depth discussions, overlapping at a high level on issues in the fields of institutions, laws and building a socialist rule-of-law state, believing that this is the content that needs to be aligned, clarified, emphasized and elevated in the draft documents, commensurate with the role of institutions in the new development stage of the country.
Perfecting development institutions
Regarding the Draft Political Report to be submitted to the 14th National Party Congress, in Section III - Perfecting the institution for rapid and sustainable national development (page 21 and related pages), the Ministry of Justice said that this is the content that has received many in-depth discussions and high consensus from political and social organizations, scientists and legal experts. Opinions suggest that it is necessary to align the expression, content and conceptual structure to ensure consistency, science, theoretical and practical basis, and at the same time more fully reflect the special position and role of the legal institution in the new development stage.
Regarding terminology and structure, the Ministry of Justice proposed to replace the phrase "institution for rapid and sustainable national development" with "development institution", in order to ensure conceptual consistency with the wording on pages 19 and 49 of the draft Political Report, in line with the Party's new thinking on "perfecting the national development institution" established in Resolution No. 27-NQ/TW of the Central Executive Committee, avoiding expansion or repetition of content with the concepts of "rapid and sustainable development" which have been expressed in the sections on general goals and strategic orientations.
Using the concept of “developmental institutions” helps emphasize the nature: institutions are not only legal frameworks, but also direct drivers of growth and innovation, accurately reflecting the role of law, state apparatus and operating mechanisms in modern national governance.

Regarding the expression of development pillars, in the first paragraph, Section III - Continuing to build and perfect a synchronous system of institutions for rapid and sustainable development of the country (on page 21), the Ministry of Justice proposed to omit and not use the phrase "other institutions are very important" because this term has unclear connotations, is difficult to institutionalize in the process of concretizing into laws and policies; can cause polysemy, inconsistency in the implementation process, reducing the rigor of theory and practice.
Instead, it is necessary to redefine the order of priorities and the relationship between the pillars of development, in the direction of inheriting and developing the consistent viewpoints of previous Congresses, clearly shown in the draft Political Report (page 19): "Economic and social development and environmental protection are the center; Party building is the key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration are essential and regular". This way of expression both ensures unity in strategic thinking and facilitates specific institutionalization in the work of building laws, strategies and national development planning.
In addition, right after the first paragraph of Section III - Continuing to build and synchronously perfect the institution for rapid and sustainable development of the country (on page 21), the Ministry of Justice proposed to add a number of new orientations and policies, becoming the first bullet points, in the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee and Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo, that is: "Ensuring the comprehensive and direct leadership of the Party in the work of building and enforcing laws. Identifying the work of building and enforcing laws as a breakthrough in perfecting the institution for national development. Law-making must closely follow Vietnam's reality, associated with the requirements of developing a socialist-oriented market economy and the process of deep international integration; turning institutions and laws into competitive advantages, a strong driving force for rapid and sustainable development".
According to the Ministry of Justice, this supplement aims to more fully institutionalize the Party's innovative thinking on the central role of law and institutions in national development, ensuring consistency between the 14th National Congress Documents and important thematic resolutions of the Central Committee and the Politburo. Emphasizing the requirement to make law the main tool for creating development, unleashing resources, enhancing national competitiveness, in line with the context of growth model transformation, the Fourth Industrial Revolution and deep international integration. At the same time, clearly affirming the Party's leadership responsibility in the entire process of building, perfecting and organizing law enforcement - a factor ensuring synchronous and sustainable institutional development and maintaining socialist orientation.
Regarding the content of page 41 - orientation for perfecting the law, the Ministry of Justice proposed to adjust the expression of the third paragraph on the legal system, page 41, as follows: “Continue to perfect the legal system with a reasonable, complete, democratic, fair, synchronous, unified, public, transparent, feasible, stable structure, remove obstacles arising from practice, pave the way for development creation, arouse and promote all potentials, strengths and resources, mobilize all people and businesses to participate in socio-economic development, create new momentum for the country's rapid and sustainable development. Continue to streamline the hierarchy of legal documents. Cut down unreasonable legal regulations that hinder implementation, are not favorable for promoting innovation, attracting and unblocking investment resources. Strengthen the promulgation of legal documents to better perform the role of development creation of the Socialist Republic of Vietnam. Research and develop a Strategy for building and Perfecting the Vietnamese legal system to meet the requirements of national development in the new era, ensuring long-term orientation, unity, synchronization and feasibility. Organizing strict and effective law enforcement, focusing on legal interpretation and guidance on law application, ensuring the understanding and application of law in a unified manner. Focusing on building a culture of law compliance, ensuring respect for the Constitution and law".
Emphasize key and breakthrough tasks
Regarding the content of page 48 of the Draft Political Report to the 14th National Party Congress - Key tasks, the Ministry of Justice proposed to remove the phrase "timely remove bottlenecks and bottlenecks" and revise it as follows: "Focus on prioritizing the synchronous construction of development institutions, focusing on the legal system, mechanisms and policies to promote innovation, ensure synchronization and harmony between growth and development...".
Explaining the above opinion, the Ministry of Justice said that recently, with the strong direction of the Party and State leaders, especially General Secretary To Lam, Head of the Central Steering Committee on perfecting institutions and laws, and the active implementation of Resolution No. 66-NQ/TW of the entire political system, the agencies have actively removed institutional bottlenecks to realize the goal of "basically completing the removal of bottlenecks due to legal regulations by the end of 2025". Therefore, it is proposed to remove this content from the draft.
Regarding the content of page 49 - Strategic breakthroughs, in the paragraph "(1) Strong breakthrough in development institutions...", it is proposed to revise and supplement as follows: "Strong breakthrough in development institutions, focusing on building and perfecting the legal system, improving the capacity to plan and organize the implementation of the Party's guidelines and policies, the State's policies and laws to unblock, liberate and effectively promote all resources...".

Regarding the Draft Action Program of the Central Executive Committee, the Ministry of Justice proposed to supplement two key missing institutional areas: Institutions and laws on education and training to concretize Resolution No. 71-NQ/TW, ensuring the development of high-quality human resources, meeting the requirements of industrialization and modernization; Institutions and laws on science, technology, innovation and digital transformation to strongly implement Resolution No. 57-NQ/TW, creating a foundation for transforming the growth model and improving national competitiveness.
Regarding the content of page 16 - Key tasks, it is recommended to write concisely, summarize, and omit specific Law names, ensuring consistency with the orientations stated in Resolution No. 66-NQ/TW in the first bullet point, section a) On synchronously building development institutions, focusing on the legal system, mechanisms, and policies, specifically: "Clearly identify and implement a roadmap to amend and supplement important laws to make institutions and laws truly become competitive advantages, laws that both ensure state management requirements and encourage creativity, liberate all productive forces, unleash all development resources, promote and create development".
According to Nguyen Quang Thai, Standing Deputy Secretary of the Party Committee of the Ministry of Justice, the above comments demonstrate a high sense of political responsibility, collective intelligence and deep belief in the leadership of the Party. The group of contents on institutional improvement and the socialist rule-of-law state is identified as a key issue, with high consensus and needs to be adjusted and supplemented in the Draft documents of the 14th National Party Congress to properly reflect the stature, role and development requirements in the new period.
