Ministry of Construction: Requesting localities to thoroughly resolve long-standing land acquisition issues

The Ministry of Construction has requested local authorities and political systems to join hands to resolve long-standing land acquisition issues.

Minister of Construction Tran Hong Minh has just signed and issued an Official Dispatch to the People's Committees and Departments of Construction of the following provinces: Lang Son, Yen Bai, Tuyen Quang, Phu Tho, Ninh Binh, Ha Tinh, Quang Binh, Quang Tri, Dak Lak, Dong Thap, Da Nang city, together with the Dak Lak Project Management Board for Investment in Construction of Transport Works and Rural Development Agriculture , and the Project Management Board for Maritime and Waterways.

The dispatch stated: According to the report on the disbursement results of the 2025 central budget investment plan of investors and project management boards, by the end of April 2025, the Ministry of Construction had only disbursed 15.88% of the plan assigned by the Prime Minister , lower than the same period in 2024 (20.97%).

Implementation and disbursement progress is very slow.

Notably, for projects assigned to localities as investors and 3 projects integrating local capital sources, the implementation and disbursement progress is still very slow. Of which, 6 projects have very low disbursement results, and some projects have not yet disbursed.

Faced with this situation, the Minister of Construction requested the People's Committees of provinces and cities to direct the Directors of the Department of Construction, Project Management Boards and heads of relevant agencies and units to focus on implementing the above solutions to promote implementation and disbursement of public investment capital on schedule.

The Ministry of Construction emphasized that accelerating disbursement progress must be associated with ensuring the quality of works and projects, absolutely not allowing negativity, loss, waste or violation of legal regulations.

Local authorities need to get involved

At the same time, the People's Committees of provinces and cities need to request local authorities and political systems to join hands to resolve long-standing land-related problems; promptly hand over construction sites to construction units, ensuring the completion and handover of projects on schedule as approved.

The Ministry of Construction also warned that in case the site clearance work cannot be completely resolved, leading to the inability to complete the project on schedule, especially for projects that have been extended by competent authorities and projects that incorporate local capital sources, the Ministry will report to competent authorities to consider stopping the project implementation, handing it over to the locality for continued management and investment according to the provisions of the 2024 Road Law and Decree No. 65/2024.

The above measures aim to disburse 100% of the central budget capital plan for 2025 assigned by the Prime Minister, contributing to the successful implementation of the economic growth target of 8% or more in 2025, while promptly completing and handing over projects on schedule, especially projects that need to be completed in 2025.
