The Department of Science, Technology, Environment and Construction Materials is assigned as the focal point, coordinating with units under the Ministry to continue reviewing, completing and synthesizing QCVN, TCVN, basic standards (TCCS) of the industry in the fields of construction and transportation. At the same time, reviewing and updating organizations and individuals who meet the standards and conditions to participate in the development of technical regulations and standards of the industry...
In addition, there are documents from the Ministry to guide, urge, rectify, and remove obstacles and problems related to the application of foreign standards and the implementation of these standards; as well as proactively propose plans to develop new, amend, and complete technical regulations and standards in 2025 and 2026. In particular, it is necessary to review the list of TCCS targets and propose a roadmap to convert the necessary TCCS to upgrade to national standards - Deputy Minister Pham Minh Ha directed.
Accordingly, the current status and plan to complete the system of national technical standards and regulations in the fields under the state management of the Ministry of Construction (after consolidation) include: 14 QCVNs in the construction field and 117 QCVNs in the transportation field; along with 1,064 TCVNs on construction and 487 TCVNs on transportation.
The current QCVN system in the construction sector has been adjusted and is being further improved for promulgation. Meanwhile, the national standards system under the state management of the Ministry of Construction includes 1,451 current TCVNs; of which 1,064 are in the construction sector and 487 are in the transport sector.
According to the Department of Science, Technology, Environment and Construction Materials, in 2025, the Ministry of Construction will focus on completing and promulgating the National Technical Regulation on Civil Works; Reviewing and amending the National Technical Regulation QCVN 07:2023/BXD on technical infrastructure systems. This QCVN on technical infrastructure systems will be promulgated in 2025.
At the same time, the Ministry of Construction is responsible for reviewing and amending QCVN 02:2022/BXD on natural conditions data used in construction (to promptly promulgate in accordance with the current context of local mergers) and QCVN 06:2022/BXD on Fire safety for houses and constructions (with Amendment 1:2023 QCVN 06:2022/BXD) to meet the provisions of Law No. 55/2024/QH15 on Fire Prevention, Fighting and Rescue, which has just been passed by the National Assembly (will take effect from July 1, 2025); It is expected to cancel QCVN 17:2018/BXD on Outdoor advertising media...
In addition, the Ministry of Construction will focus on reviewing, revising and promulgating specialized railway and road QCVNs, including: National technical regulations on Train tail signal equipment; Amendment of QCVN 87:2015/BGTVT on Bogies of locomotives and wagons; replacement of QCVN 104:2019/BGTVT on Automatic warning level crossing protection equipment system; National technical regulations on Level 4 emissions for newly manufactured, assembled and imported two-wheeled motorbikes and two-wheeled motorbikes.
In addition, the Ministry of Construction continues to complete the transport QCVNs as planned, expected to be issued in 2026, including: Amendment of QCVN 89:2015/BGTVT on Facilities for building, converting, repairing and restoring inland waterway vehicles; National technical regulations on engines used for electric motorbikes, electric motorbikes and electric bicycles; National technical regulations on batteries used for electric motorbikes, electric motorbikes and electric bicycles.
Along with that is the National Technical Regulation on Facilities and Training Equipment of Maritime Crew Training and Coaching Facilities; National Technical Regulation on Classification and Technical Supervision of Marine Pipeline Systems (Replacing QCVN 69:2014/BGTVT); continue to review and complete national technical regulations in the field of transportation (if necessary) to suit the state management practices of the Ministry of Construction in the following years...
Regarding the TCVN system, in 2025, the Ministry of Construction will develop and promulgate 163 TCVNs in the field of civil and industrial construction, and 57 TCVNs in the field of transportation.
In particular, the Ministry of Construction also requested to review and propose research tasks to specialized units on contents such as earthquakes, lightning, administrative place names, serving the updating and revision of QCVN 02:2022/BXD.
In the period 2026 - 2030, the Ministry of Construction plans to review 544 TCVNs and compile 1,251 new TCVNs in different fields. In addition, currently in the field of transportation, there are 126 TCCSs being applied in practice (there are no TCCSs in the construction field).
