On November 7, informing the press about the Draft Law on Population, Mr. Le Thanh Dung said that recently, public opinion has been stirred up by information that men with 2 children but no wife are in the priority group to buy social housing. Many people are concerned about the legal gap, even faking divorce to qualify for buying social housing.
"The Draft Population Law clearly states that men with two children whose wives have died are in the priority group to buy social housing," Mr. Dung informed.

The Director of the Population Department added that there are many subjects that are given priority to buy social housing, including women who have given birth to two children. For men, the draft clearly states that men with two children but their wives have died, avoiding the legal gap as rumored on social networks.
Mr. Dung informed that before submitting to the National Assembly, the Draft Population Law was consulted with experts and scientists to complete it and avoid legal gaps.
According to the leader of the Population Department, the Draft Population Law supplements many new contents of the Population Ordinance, in line with population work in the new period.
Currently, the national fertility rate is trending down below the replacement level, from 2.11 children/woman (2021) to 2.01 children/woman (2022), to 1.96 children/woman (2023), and 1.91 children/woman in 2024. This is the lowest fertility rate in history and is forecast to continue to decrease in the following years.
Therefore, the goal of maintaining the replacement level of fertility is very important. The Draft Population Law proposes many policies such as increasing maternity leave by 1 month for women, men being given 5 working days off when their wives give birth, financial support when giving birth, adding priority criteria to buy or rent social housing according to the provisions of the law on housing... to encourage couples to have 2 children.
This draft law stipulates many prohibited acts such as choosing the sex of the fetus in any form, except for the cases specified in Clause 2, Article 15 of this Law; forcing, coercing, encouraging, motivating, and advising on abortion for gender reasons; discrimination in reproductive health care; human cloning...
The draft law provides financial support for giving birth to ethnic minority women, women who give birth to two children before the age of 35, and women in localities with low birth rates.
According to Mr. Dung, population is the most important factor in the cause of building and protecting the Fatherland. Population and Development have an organic, close relationship, being both the goal and the driving force of each other.
Population is the center, goal and driving force of development. Socio -economic development creates conditions to improve population quality and population factors are integrated into strategies, planning and development plans at all levels.
The Draft Population Law has institutionalized the shift in focus of population policy from family planning to population and development by focusing on standardizing four major policies: Maintaining replacement fertility, minimizing gender imbalance at birth, adapting to population aging, aging population, and improving population quality.
The draft Population Law is being submitted to the 15th National Assembly for consideration and approval at the 10th session.
