A unified set of books is the foundation for ensuring knowledge equity in education.

Dr. Tran Khac Tam ( Can Tho City People's Council Delegate) said that Resolution 71 on breakthrough in Education and Training development is a historic turning point to help Vietnamese education take off in the new era.

"If Resolution 29-NQ/TW in 2013 was the foundation for fundamental and comprehensive innovation, Resolution 71 has taken a big step forward, shifting from innovation to strategic breakthrough.

From now on, education is not only the top national policy but also seen as the decisive factor in the nation's future," he said.

According to Dr. Tran Khac Tam, one of the most notable and socially concerned points in Resolution 71 is the policy of unifying a set of textbooks nationwide. This is not a new issue, but this time it is viewed with a vision, considering textbooks as a tool to ensure knowledge equity.

Dr. Tran Khac Tam believes that Resolution 71 not only opens a new chapter for the education sector, but also marks a turning point in thinking in national governance. It is about empowering and giving trust to the education team, so that they can be proactive, creative and responsible for the results.

"When textbooks become national policy, when free education becomes the right of every citizen, and when teachers are properly honored, that is when Vietnam truly enters a new era of knowledge and fairness," Dr. Tam said.

Dr. Phung Kim Phu - Principal of Hoang Dieu High School (Can Tho City) commented: "A single set of books certainly has many challenges, but that is what teachers, parents and students expect."

According to him, when implementing the mechanism of "one program - many sets of books", in the same locality, even the same school, there can exist up to three different sets of books.

The rotation of teachers between schools and levels has forced them to constantly prepare new lesson plans, wasting time and effort. Students also face obstacles when changing schools and regions because of inconsistent content.

"The policy of having one set of books is therefore supported by many teachers, because it not only saves costs for parents, but also ensures stability and consistency in teaching and learning.

A unified set of books, carefully compiled and closely reviewed, will help maintain the quality and identity of national education, while avoiding the risk of monopoly or waste from many books as before," Dr. Phung Kim Phu expressed.

Deeply humane policy

Dr. Tran Khac Tam analyzed that Resolution 71 sets out four key breakthroughs: First is investment resources, with a minimum regulation of 20% of total State budget expenditure for Education. Of which, investment expenditure ≥ 5% and university expenditure ≥ 3%.

This is a strong political commitment, the first time a legal investment level has been specified. This resource will help solve the problem of chronic funding shortages, open up opportunities to build new schools, equip them, and ensure enough schools, enough classrooms, and enough teachers.

According to experts and educators, Resolution 71 has proposed profound humane policies.

The second is institutional innovation, removing policy bottlenecks, creating an open legal environment for innovation, public-private cooperation and international integration in education.

Third is to develop the teaching staff, with preferential policies, attract talented people into pedagogy, build public housing for teachers in remote areas, and gradually universalize preschool education for children 3-5 years old.

Fourth is to support non-public education, especially with the income tax exemption mechanism for non-profit private schools - to develop elite university models, contributing to raising the level of Vietnamese higher education.

“Education and Training is not only the most important national policy, but also the decisive factor in the nation's destiny” - Dr. Tran Khac Tam emphasized and said that Resolution 71 also proposed policies of profound humanity.

Accordingly, from the 2025-2026 school year, 100% of students from kindergarten to high school will not have to pay tuition. Along with that, the State aims to make general textbooks free by 2030.

"These two policies will open the door to knowledge for every child, so that no student has to drop out of school due to economic conditions. This is also the way the State implements social justice in a concrete, direct way, reaching every family.

“An inclusive education is only truly meaningful when every child has equal learning opportunities,” said Dr. Tran Khac Tam.

Speaking more about this issue, Dr. Phung Kim Phu said that Resolution 71 affirms: Teachers are the driving force and decide the quality of education.

This means changing the teaching mindset from depending on textbooks to proactively following program goals.

He believes that when teachers master their lessons and flexibly apply digital learning materials, artificial intelligence and critical thinking methods, students will become the true center of the learning process...
