On October 29, social networks circulated a document about the plan to mobilize funding, receive, manage and use funding for educational activities in the 2025-2026 school year of Ky Van Primary and Secondary School, Ky Van Commune, Ha Tinh Province.
A series of items need "sponsorship"
According to the document, the school proposed a series of items that need to mobilize funding with a total estimated cost of more than 934 million VND.
Regarding facilities, the school said it needs 36 million VND to demolish the old boarding house, collect materials, and process construction waste behind the multi-purpose building and along the fence; level the ground behind the classrooms, the elementary school parking lot, and the boarding house; demolish the abandoned parking lot, and clean the entire eastern fence area.
The school plans to relocate the junior high school student parking lot and renovate more than 214 square meters of parking lot with a total cost of more than 130 million VND. In addition, the unit also plans to build a solid foundation behind the two rows of buildings, the foundation of the junior high school student parking lot with a cost of about 38 million VND.

Some other renovation items include: Making partitions from old meeting rooms into 3 professional group rooms, renovating 4 dormitories into teachers' lounges, youth union rooms, party and organization rooms, and warehouses with a total cost of more than 45 million VND.
The school also plans to paint fences, teachers' lounges and professional rooms (48 million VND); install a watering system, plant ornamental plants and landscape gardens (79 million VND); renovate the gym, flower gardens, repair toilets, replace the three-phase electrical system and broken electrical equipment in classrooms with a total cost of hundreds of millions of VND.
Regarding teaching equipment, the school plans to buy 113 sets of desks and chairs for primary school students (146 million VND); 22 sets of desks and chairs for secondary school students, 48 single chairs for the art room (38 million VND); 21 sets of desks and chairs for the computer room (34 million VND); 9 tables for school supplies (18.9 million VND) and 7 sliding anti-glare boards (52.5 million VND).

In addition, the plan also calls for in-kind donations including 10 bonsai trees, large shade trees and 150 books.
According to the budget table in the document, the school estimates the amount of money raised for each grade. Specifically, grade 1 has 115 students, estimated at more than 97 million VND; grade 5 has 150 students (127.5 million VND); grade 7 has 120 students (102 million VND)... In total, 1,100 students of the school will contribute more than 934 million VND.
Parents "dizzy", commune asks school to report
One parent said that at a recent parent-teacher meeting in a class, the teacher presented the entire fundraising plan and announced the expected contribution of VND850,000 per student.
"Looking at the list of items, we were dizzy. Some parents with few children had to "swallow the bitter pill" and pay this amount. But for families with 3-4 children studying at 2 levels, this is really too big a burden.
"Our villagers mainly farm and plant forests, life is still difficult, not to mention the recent continuous storms and floods that have caused heavy damage," this parent shared.

This person also said that, in addition to the above "sponsorship", at the beginning of the school year, parents had to pay many other fees such as cleaning (99,000 VND/student), class parent fund (300,000 VND), school parent fund (70,000 VND) and experiential activities (70,000 VND).
On the afternoon of October 29, speaking with Dan Tri reporter, the leader of Ky Van Commune People's Committee said that the local government had grasped information about the fundraising plan of Ky Van Primary and Secondary School that caused a stir and was asking the school to report and clarify whether there was any coercion or not.
"Socialized fundraising must be done voluntarily. We have asked the school to specifically report on the fundraising process to check whether it is public and transparent. If parents do not agree, the school cannot force them," the leader emphasized.
