On October 29th, a document regarding the plan for soliciting, receiving, managing, and utilizing donations for educational activities in the 2025-2026 school year at Ky Van Primary and Secondary School in Ky Van commune, Ha Tinh province, went viral on social media.
A number of projects require "funding".
According to the document, the school has outlined a series of projects requiring sponsorship, with a total estimated cost of over 934 million VND.
Regarding facilities, the school stated that it needs 36 million VND to demolish the old dormitory, collect materials, and dispose of construction waste behind the multi-purpose building and along the fence; level the ground behind the classroom block, the elementary school student parking area, and the dormitory; demolish the abandoned parking area, and clean the entire eastern fence area.
The school plans to relocate the junior high school student parking area and renovate over 214 square meters of the parking space with a total cost of over 130 million VND. In addition, the school also plans to lay a hard foundation behind the two rows of buildings and the junior high school student parking area with a cost of approximately 38 million VND.

Other renovation items include: dividing the old meeting room into three specialized department rooms, renovating four dormitory rooms into teacher rest rooms, youth union/student union rooms, party/organization rooms, and a storage room, with a total cost of over 45 million VND.
The school also plans to repaint the fence, teachers' lounge, and specialized rooms (48 million VND); install an irrigation system, plant ornamental trees, and create a landscaped garden (79 million VND); renovate the sports field and flower garden, repair the toilets, replace the three-phase electrical system and broken electrical equipment in the classrooms, with a total cost of hundreds of millions of VND.
Regarding teaching equipment, the school plans to purchase 113 sets of desks and chairs for elementary school students (146 million VND); 22 sets of desks and chairs for junior high school students, 48 single chairs for the art room (38 million VND); 21 sets of desks and chairs for the computer room (34 million VND); 9 tables for learning materials (18.9 million VND) and 7 sliding anti-glare boards (52.5 million VND).

Additionally, the plan also calls for donations of in-kind contributions, including 10 large ornamental and shade trees and 150 books.
According to the budget estimate in the document, the school estimates the amount of money to be raised for each grade level. Specifically, grade 1 has 115 students, with an estimated amount of over 97 million VND; grade 5 has 150 students (127.5 million VND); grade 7 has 120 students (102 million VND)... In total, the school's 1,100 students will contribute over 934 million VND in donations.
Parents are overwhelmed; the commune requests a report from the school.
One parent said that at a recent parent-teacher meeting in a new class, the teacher showed the entire fundraising plan and announced the expected contribution of 850,000 VND per student.
"Looking at the list of items, we were overwhelmed. Some parents with fewer children reluctantly paid the money to get it over with. But for families with 3-4 children studying at two different levels, this is truly a huge burden."
"The people in our village mainly work in farming and forestry, and life is still very difficult, not to mention the recent continuous storms and floods that have caused heavy damage," this parent shared.

This person also stated that, in addition to the aforementioned "sponsorship," at the beginning of the school year, parents had to pay many other fees such as cleaning fees (99,000 VND/student), class parent fund (300,000 VND), school parent fund (70,000 VND), and experiential activities (70,000 VND).
On the afternoon of October 29th, in an exchange with a reporter from Dan Tri newspaper , the leader of Ky Van commune People's Committee stated that the local authorities had received information about the controversial fundraising plan of Ky Van Primary and Secondary School and were requesting the school to report and clarify whether any coercion had occurred.
"Social fundraising efforts must be voluntary. We have requested the school to report specifically on the fundraising process to verify whether it is transparent and open. If parents disagree, the school must not force them," the leader emphasized.
