By 2024, the country will have over 14,300 effectively operating agricultural cooperatives; 2,169 agricultural cooperatives are entities with recognized OCOP products.
According to the Department of Economic Cooperation and Rural Development (Ministry of Agriculture and Rural Development), as of the end of December, the country had about 21,700 agricultural cooperatives (ACOs), of which 14,300 were operating effectively (reaching 65.6%). There were 101 ACOs and 36,000 agricultural cooperative groups (ACOs). Of which, nearly 2,500 ACOs applied high technology and digital transformation; 4,339 ACOs participated in the purchase of agricultural products for members. 2,169 ACOs had OCOP products, accounting for 37.9% of the number of recognized OCOP product entities. About 1,200 ACOs participated in agricultural and rural tourism activities.

Regarding production linkage, by the end of 2024, the whole country had 2,938 projects and linkage plans approved under Decree No. 98/2018 of the Government , of which 1,968 projects and 970 linkage plans were approved by localities. Participating in these projects and linkage plans were 2,412 cooperatives, 538 cooperative groups, 1,305 enterprises and 211,545 farming households. For the farm economic sector, the whole country had 19,660 farms, of which 3,308 were crop farms, 12,349 were livestock farms, 133 were forestry farms, 1,810 were aquaculture farms, and 2,060 were general farms; There are 1,034 centers investing in solar power systems, 56 centers participating in agricultural tourism activities, 4,235 centers linking production and consumption of agricultural products. In 2024, the Department directed and organized the implementation of policies on rural industry development according to Decree No. 52/ND-CP and at the same time promoted localities to preserve and develop traditional craft villages and occupations. Currently, 36 provinces nationwide have issued the Program for preserving and developing craft villages, recognizing 216 traditional occupations, 657 traditional craft villages, and 1,382 craft villages. The recognition of traditional occupations and craft villages contributes to the restoration and development of many traditional occupations such as: embroidery, silk weaving, ceramics, lacquerware, mother-of-pearl inlay, bamboo and rattan weaving, sculpture and the rapid development of new occupations associated with the industrialization process. In order to perfect the policy mechanism for this field. The Department continues to deploy and disseminate the implementation of the Rural Industry Development Strategy to 2030, with a vision to 2045. Currently, 28 localities have issued implementation plans.
More than 600,000 rural workers receive vocational training
Creating the premise for innovation in agricultural vocational training in the new period, the Department has advised the Ministry to coordinate with the Central Propaganda Department to submit to the Secretariat to issue Directive No. 37 dated July 10, 2024 on innovation in vocational training for rural workers to meet the requirements of industrialization and modernization of agriculture and rural areas; participate and coordinate to submit to the Propaganda Department to issue a plan to implement Directive No. 37; Advise on the development of the Project on innovation and improvement of vocational training quality by 2030, integrating the Project on vocational conversion training for rural agricultural workers in the Mekong Delta by 2030; develop plans and guide localities in organizing agricultural vocational training for rural workers in localities, especially vocational training in national target programs.

In the period of 2021-2024, over 600,000 rural workers have been trained in agricultural occupations. Localities have invested in facilities, equipment, and training means for 64 vocationaltraining institutions participating in agricultural vocational training (currently, there are 285 training institutions participating in agricultural vocational training). Regarding reconstruction, stabilization, and resettlement to limit damage from natural disasters , after 4 years of implementing the Population Dispersion Program under Decision No. 590 dated May 18, 2022 of the Prime Minister, the whole country has settled about 16,000 households (6,000 households in 2024), contributing to population stabilization, limiting damage caused by natural disasters, spontaneous migration, increasing income, accessing basic social services, protecting the environment, and strengthening national defense and security. Regarding the arrangement, settlement and stabilization of spontaneous migrants, the situation of spontaneous migration continues to occur but has decreased sharply compared to the previous period. Up to now, there are about 16.3 thousand households that have not been settled in planned residential areas (mainly concentrated in Dak Lak , Dak Nong and Lam Dong provinces). In the event of storm No. 3 Yagi, a total of 1,013 households had their houses washed away, collapsed, collapsed, and completely buried; 8,869 households could not return to their old residences due to high risk of landslides and needed urgent resettlement. The Department of Staff for the Ministry of Agriculture and Rural Development organized 2 working groups chaired by the Ministry's leaders to work in 4 northern mountainous provinces to settle and stabilize residents and restore production after the storm. In the field of agricultural and rural electromechanics, during the year, the Department proactively organized activities to improve the capacity of state management on mechanization such as: Developing documents, organizing training courses on state management on mechanization; organizing training courses on occupational safety and hygiene in the agricultural sector; building databases, digital transformation on mechanization; connecting businesses and cooperatives to build mechanization service models in localities... Tasks and plans for 2025, the Department of Economic Cooperation and Rural Development continues to advise the Ministry to submit to the Government to issue a Decree on policies to encourage the development of farm economy (expected to be submitted in the second quarter of 2025); Decree on mechanization, synchronous mechanization in agriculture (expected to be submitted in 2025); Project to promote synchronous mechanization in agriculture; Decision to amend and supplement Decision No. 42 dated October 8, 2012 and Decision No. 64/2015/QD-TTg dated December 17, 2012 of the Prime Minister on supporting organizations and units employing ethnic minorities in mountainous areas and areas with special difficulties. Expected submission date is September 2025. Advise on organizing major events of the industry: Conference to review and summarize 5 years of implementing decrees and decisions of the Government and the Prime Minister to amend and supplement contents and overcome limitations; Conference to review 5 years of the Pilot Project on building raw material areas; Project to implement the Project on Developing the Salt Industry for the period 2021-2030; Project to improve the capacity to adapt to climate change of agricultural cooperatives in the Mekong Delta, period 2021-2025; Conference to review Resolution No. 22/NQ-CP dated March 1, 2020 on solutions to stabilize spontaneous migrants and Preliminary review of the Population Dispersion Program under Decision No. 590/QD-TTg dated May 18, 2022; Conference to review Resolution No. 106/NQ-CP dated July 18, 2023 of the Government on developing agricultural cooperatives in restructuring the agricultural sector and building new rural areas; Conference to review and close the Green Innovation Centers (GIC/GIZ) Regional Project in the Mekong Delta with 2 product lines: rice and fruit (mango)...
