Southeastern localities ready to operate 2-level government from July 1

(PLVN) - From July 1, localities in the Southeast region will officially implement the two-level local government model, ready to receive and handle administrative procedures, especially land procedures, in the form of non-administrative boundaries.

Dong Nai is ready to handle land records on digital platform

On June 25 and 26, Deputy Director of the Department of Agriculture and Environment of Dong Nai province, Dang Minh Duc, inspected more than 10 communes and wards in Dong Nai and Binh Phuoc provinces. Through field assessment and reports from the Provincial Land Registration Office, he said that 95 new wards and communes of Dong Nai are basically ready to receive and process people's land records.

Preparations for technical infrastructure, data transmission lines, human resources and professional software have been underway for many months. Commune-level land officials in both provinces have been thoroughly trained and have mastered the land management software system.

It is expected that by June 30, all land data of Binh Phuoc province will be integrated into the land management system of Dong Nai province. From July 1, people can submit applications directly or online at the Public Administration Service Center at the commune or provincial level, regardless of their place of residence.

Deputy Director of the Provincial Land Registration Office - Mr. Nguyen Van Phuc said: depending on the scale of the area, each commune-level Center will arrange from 1 to 3 officials, and at the provincial-level Center there will be about 10 officials to receive and process records of households, individuals and organizations. The implementation of the non-territorial model not only saves time and travel costs for people but also improves service efficiency and management quality.

Ho Chi Minh City deploys a system to handle commune-level land procedures on a digital platform.

In Ho Chi Minh City, the City Digital Transformation Center coordinated with the Branch of the Land Registration Office - Department of Agriculture and Environment to organize system configuration and training on the use of software to handle administrative procedures related to registration and issuance of first-time land use right certificates at the commune level. The system is operated on the centralized cadastral data platform VBDLIS.

Director of the Ho Chi Minh City Digital Transformation Center - Ms. Vo Thi Trung Trinh said: The city's shared digital platforms are being built according to the principle of "One unified system - One single data - One seamless service", in line with the two-level government model, to effectively serve people, businesses and management and operations.

At the evaluation session of the trial operation results, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen highly appreciated the efforts of the units directly and indirectly involved in the implementation, and at the same time required the entire political system of the city to be highly focused, avoid subjectivity and stagnation to excellently complete the assigned tasks. At the same time, he emphasized that "any passive and evasive manifestations will be considered and strictly handled".

Tay Ninh tests new commune-level government apparatus

On June 24, the People's Committee of Tay Ninh province held an online conference to pilot the two-level local government model in 6 new commune-level localities, including Tan Ninh ward, Go Dau ward, Tan Chau commune, Tan Bien commune, Ben Cau commune and Duong Minh Chau commune. The conference was chaired by Acting Chairman of the Provincial People's Committee Nguyen Hong Thanh.

The pilot operation focuses on three groups of contents. For the Party bloc at the commune level, establish the Party organization, announce the decision to appoint key personnel and prepare for the first meeting of the new commune/ward Party Executive Committee. For the People's Council at the commune level, announce personnel, merge delegates and organize the first meeting according to the instructions of the National Assembly Standing Committee. For the People's Committee at the commune level, test the process of receiving - resolving - returning results of administrative procedures in the form of direct, online and provincial-level interconnection via the egov system and the provincial administrative procedure handling software.

In the practical part, communes and wards operated the administrative document system, processed incoming documents and implemented a hypothetical situation of granting certificates of poor households regardless of administrative boundaries.

Local leaders also requested the Department of Science and Technology to support upgrading transmission lines, organize specialized training and provide accounts and digital signatures for officials. The acting Chairman of the Provincial People's Committee requested communes and wards to urgently provide a list of officials and locations for installing new transmission lines before June 30 to complete technical conditions for the official operation date.

The Department of Science and Technology will establish a standing technical support team to promptly resolve any difficulties during the operation process. Localities are also required to fully prepare facilities, seals, digital signatures and fully implement administrative procedures effective from July 1, ready to put the two-level government model into synchronous and effective operation throughout the province.
