On the morning of March 1, Deputy Prime Minister Tran Luu Quang chaired an online meeting with Hai Phong , Quang Ninh, and Hai Duong to remove difficulties and obstacles, promote production and business, public investment, infrastructure construction, and exports in these localities.

This is the third meeting of Deputy Prime Minister Tran Luu Quang with Hai Phong, Quang Ninh and Hai Duong on the above content after the Prime Minister signed a decision to establish 26 working delegations chaired by Government members to work with 63 provinces and cities across the country.

At the meeting, localities reported on the situation of production and business, public investment, infrastructure construction and exports in 2023 and the first two months of 2024; and pointed out institutional problems that need to be resolved.

Specifically, Quang Ninh province reported that imported photocopiers and gas masks are currently under the management of many ministries, and proposed that each item only go through import/export licensing procedures with one focal agency to reduce time and costs for businesses.

Quang Ninh province also requested the Ministry of Education and Training to soon issue guidelines for determining the number of employees in educational institutions and public service units as a basis for Ha Long University to develop an autonomy project to submit to the Provincial People's Committee for approval.

Hai Phong City proposed that the Ministry of Natural Resources and Environment promptly submit to the Government a decision on the administrative management boundary at sea between Hai Phong and Quang Ninh; the Ministry of Planning and Investment promptly report to the Prime Minister for approval of the investment policy for industrial parks and the project of 4 ports at Lach Huyen International Gateway Port.

Hai Duong province recommends that ministries and branches advise the Government to issue regulations on procedures for terminating project activities in cases where projects are not implemented or are implemented behind schedule without permission from competent State agencies to adjust the schedule.

Hai Duong also proposed that there should be guidance to resolve some difficulties and problems related to the basis and method of calculating costs in the total investment of medical equipment procurement projects, and the steps for competent authorities to decide on the design plan of equipment procurement projects.

Representatives of the leaders of the ministries: Planning and Investment, Industry and Trade, Finance, Natural Resources and Environment, Culture, Sports and Tourism, Transport gave initial feedback on the recommendations of the localities; updated the progress of removing difficulties and obstacles of their ministries and branches according to their authority; and updated the new regulations of the Central Government.

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang emphasized that the Prime Minister assigned Government members to meet with localities to help the Government and the Prime Minister grasp and promptly handle difficulties and problems at the grassroots level.

The Deputy Prime Minister emphasized that since this mechanism was established, many new institutions have been built and are about to come into effect, typically the revised Land Law, based on feedback and recommendations from localities, in which the most dramatic change is focusing on overcoming obstacles and enhancing self-determination and self-responsibility at the grassroots level.

For the 3 localities, based on the 2 previous meetings, about half of the issues have been resolved by the ministries and branches. The remaining issues will continue to be handled in the coming time in newly issued laws, decrees and circulars.

To make this working mechanism more effective, the Deputy Prime Minister suggested that when localities encounter difficulties or problems, they should discuss specifically with relevant ministries and branches and actively "follow up" on written responses from central agencies.

“More importantly, I want local comrades to advise central agencies on how to handle the situation, because only they know what is right,” the Deputy Prime Minister emphasized.

In addition to the state management responsibility of the Ministry of Culture, Sports and Tourism, Quang Ninh can advise the Ministry on how to adjust the buffer zone area of ​​Ha Long Bay heritage in a reasonable and most harmonious way, the Deputy Prime Minister gave an example.

The Deputy Prime Minister also requested that localities must closely follow the Central's institutional building work, avoiding the situation where the Central's documents have been issued but local comrades do not grasp or update them in a timely manner, or where some matters have been handled but localities still have questions and inquiries.

Appreciating the efforts of the Ministry of Natural Resources and Environment and the Ministry of Construction in completing the drafting of Decrees guiding the implementation of the Land Law and the amended Housing Law to soon put these two laws into practice, the Deputy Prime Minister requested localities to carefully study and contribute comments to the draft Decrees (the Land Law alone has 9 Decrees that need to be issued) because this is a once-in-a-decade opportunity to remove difficulties and obstacles for localities.

For ministries and branches, the Deputy Prime Minister requested to continue to "pay back" the recommendations of localities at the two previous meetings; fully record the opinions at today's meeting, discuss specifically with localities before responding in order of priority and as specifically as possible.

The Deputy Prime Minister emphasized that from now on, it is necessary to keep statistics on which difficulties and obstacles have been resolved by localities, not just which ministries and branches have sent documents in response to localities, because this working mechanism was created to remove difficulties and obstacles for localities and to avoid the situation where ministries and branches send documents in response to localities to comply with legal regulations, not allowing negativity, corruption, waste... to occur, leaving localities at a loss for what to do./.
