(BL-CL) On the afternoon of June 2, Prime Minister Pham Minh Chinh chaired the Conference to implement Resolution 201 of the National Assembly on piloting a number of specific policies and mechanisms for social housing development and reviewing and evaluating the social housing development situation in the first 5 months of the year, and the implementation plan for the last months of 2025. The Conference was connected online from the Government headquarters to the People's Committees of provinces and centrally run cities.

Attending and chairing the conference at Bac Lieu province bridge point were comrade Huynh Chi Nguyen - Vice Chairman of the Provincial People's Committee, along with representatives of leaders of departments, branches, sectors and localities in the province.
According to the report of the Ministry of Construction , in the past 2 years, nationwide, there have been 686 social housing projects implemented with a scale of 627,651 units; 117 projects have been completed or partially completed with a scale of 85,275 units; 159 projects have started construction with a scale of 135,563 units, 419 projects have been approved for investment policy with a scale of 419,013 units. Thus, the number of completed, started, and constructed projects has reached 49% of the target set for 2025 in the Project. Through the first 5 months of 2025, nationwide, 159 projects with 135,563 units have been started and are being invested in construction; of which 21 projects with 20,428 units have been started; 22,649 apartments have been completed. However, the implementation of social housing projects still faces many difficulties and obstacles, mainly complicated and lengthy administrative procedures and institutions.
In Bac Lieu alone, the Chairman of the Provincial People's Committee has just issued Plan 92/KH-UBND on implementing social housing targets for the period 2025 - 2030 in the province. This plan sets the goal of meeting the housing needs of low-income people, with a total of 1,984 social housing units, expected to be completed in the next 6 years.
Speaking at the conference, the Prime Minister praised the efforts of ministries, branches and localities, especially the Ministry of Construction and the Ministry of Agriculture and Environment; thanked the people for giving up land for projects, and thanked businesses for joining hands with the Party Committee and authorities in implementing social housing projects.
However, the Prime Minister said that the implementation of social housing projects is still slow compared to the requirements. The reason is that some local leaders have not paid due attention, have not understood the policies deeply, thoroughly, and completely, so the implementation is still confusing, the leadership has not been really resolute, focused, and determined, and the efforts have not been great. The regulations on conditions and loans for investors and home buyers are still inadequate. The coordination between ministries, branches, and localities when there are problems is not tight, effective, and timely, and the flexibility and creativity are not high.

The Prime Minister requested that any locality that has not yet established a Steering Committee for Social Housing Development must establish one immediately to directly inspect, urge, and remove difficulties and obstacles to accelerate the progress of social housing investment projects in the area, to be completed in June 2025. Continue to implement the tasks and solutions assigned by the Government and the Prime Minister. Focus on leadership and direction to complete the assigned social housing targets, "only add, not subtract" targets.
The Prime Minister assigned the Ministry of Construction to preside over and assist the Government in monitoring, urging, guiding, and inspecting the implementation of tasks and targets assigned to ministries, branches, and localities; monthly counting the results achieved by localities, synthesizing reports for the Prime Minister to consider and direct. Ministries, branches, and localities, according to their assigned functions and tasks, are responsible for closely coordinating with the Ministry of Construction to implement with the highest determination, greatest effort, and most drastic possible, assigning 6 clear tasks: clear people, clear work, clear time, clear responsibility, clear products, and clear authority.
