State-owned enterprises pioneer digital transformation and promote growth.
The announcement stated: The Prime Minister highly appreciated the content of the Report of the Ministry of Finance , commended the representatives of enterprises for expressing their opinions and proposing pioneering solutions in digital transformation and promoting growth, contributing to maintaining macroeconomic stability. Although the number of state-owned enterprises accounts for a small part of the total of nearly 1 million enterprises operating in our country, they hold a very important material force of the economy.
State-owned enterprises play an important role and position in socio-economic development. Therefore, state-owned enterprises must develop, grow, become stronger and more mature, on the basis of promoting science and technology, innovation, digital transformation, green transformation, relying on circular economy, knowledge economy, creative economy to increase labor productivity; both developing enterprises themselves and making an important contribution to the rapid and sustainable development of the country, contributing to the implementation of two 100-year strategic goals (striving to celebrate the 100th anniversary of the founding of the Party by 2030 to become a developing country with modern industry and high average income and by 2045 to celebrate the 100th anniversary of the founding of the country as a developed country with high income). In the process of implementing these two strategic goals, it is necessary to meet the requirements of stability and development, stabilize the people's hearts, stabilize politics , and ensure social order and safety; Only with rapid and sustainable development can we have the resources to stabilize and improve the material and spiritual life of the people and build an independent, self-reliant economy that actively and proactively integrates deeply, practically and effectively into the international community.
State-owned enterprises need to implement 7 pioneering solutions in digital transformation
Digital transformation is an objective requirement, a strategic choice and a top priority in the process of developing the digital economy of enterprises and the country. In particular, state-owned enterprises with resources, conditions and human resources need to pioneer in digital transformation, play a leading role in the country's digital transformation, participate in building a digital government, digital society and digital citizens. State-owned enterprises need to implement a number of pioneering solutions in digital transformation as follows:
(1) Complete processes and regulations according to the general digital transformation of the whole country and of each enterprise.
(2) Digitize, standardize records, documents and build enterprise databases. Build, apply, artificial intelligence to effectively use enterprise databases.
(3) Focus on developing digital infrastructure of state-owned enterprises and contributing to the development of digital infrastructure of the whole country. The development of digital infrastructure of each corporation and general company must be linked to the development of digital infrastructure of the country.
(4) Build digital products and services for the business. Business leaders move towards applying digital transformation in management and operations in line with the development of the business.
(5) Focus on safety and sustainability in digital transformation. Applying digital transformation to develop quickly, strongly, and effectively, but must be manageable, especially digital data management, thereby contributing to national network security and safety.
(6) Focus on developing digital human resources, thereby contributing to building the country's digital citizens. Human resources are the most valuable asset and digital human resources play a decisive role in digital transformation.
(7) Focus on digital transformation, approach advanced countries in the world to contribute to cost reduction and promote rapid and sustainable growth.
State-owned enterprises need to focus on implementing 6 key tasks
The Prime Minister requested that state-owned enterprises strive for double-digit growth, ensuring rapid and sustainable growth, contributing to promoting the country's GDP growth of 8% or more in 2025 and double-digit growth in the coming years, stabilizing the macro-economy, controlling inflation, ensuring major balances, reducing public debt, reducing foreign debt, reducing government debt; in which, state-owned enterprises must pay attention to traditional growth drivers of consumption, investment, export and promoting new growth drivers. State-owned enterprises need to focus on implementing the following key tasks:
(1) Regarding exports: It is necessary to proactively diversify and expand markets in the context of exports being seen as facing many difficulties due to strategic competition between major countries, protectionist trends and geopolitical conflicts. Strengthen traditional markets, seek new markets, participate in the global supply chain, and aim for sustainable market development, harmonious benefits and shared risks.
(2) Regarding investment: It is necessary to continue to proactively strengthen and accelerate investment projects, put resources into production and business, and at the same time save more to focus on investment, improve investment efficiency, reduce the capital efficiency coefficient (ICOR); promptly have solutions to solve investment difficulties, promote investment work to achieve progress and efficiency.
(3) Regarding consumption: Focus on exploiting the domestic market, expanding and meeting domestic consumption needs, thereby contributing to renewing growth momentum.
(4) Focus on applying smart management, thereby reducing management costs to reserve for investment and development.
(5) Strengthen coordination, support, and mutual learning for mutual development.
(6) Focus on timely rewards; encourage people who dare to think, dare to do, dare to innovate, dare to take responsibility for the common good.
Quickly remove institutional obstacles for state-owned enterprises
The Prime Minister requested ministries, branches, People's Committees of provinces and centrally run cities, according to their functions, tasks and authority, to regularly review and promptly remove institutional obstacles for state-owned enterprises; proactively review and eliminate cumbersome administrative procedures, aiming to reduce at least 30% of administrative procedures, reduce 30% of administrative procedure processing time and compliance costs; focus on developing strategic infrastructure to reduce input costs for enterprises.
At the same time, improve the effectiveness of training work, thereby providing high-quality human resources for businesses; contribute to preventing and combating corruption, negativity, and group interests; focus on disbursing public investment.
The Ministry of Science and Technology shall preside over and coordinate with relevant ministries and agencies to: (i) Discuss, coordinate and reach an agreement with the Ministry of Public Security to remove obstacles in the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030; review and eliminate administrative procedures, especially administrative procedures related to digital transformation; (ii) Promote the development of the science and technology market, soon form a technology exchange to support businesses in accessing and applying science and technology in production; (iii) Strengthen international cooperation, create a bridge between technology supply and demand to promote the development of the domestic technology market.
The Ministry of Finance shall preside over and coordinate with relevant ministries and agencies to: (i) Focus on developing and submitting for promulgation the Law replacing the Law on Management and Use of State Capital Invested in Production and Business at Enterprises (Law No. 69/2014/QH13) according to the principle of "only manage what is known, do not manage what is not known", with the spirit of innovation and strengthening decentralization; (ii) Advise on policies for tax, fee, land rent exemption and deferral; and quick and convenient VAT refund.
The Ministry of Foreign Affairs reviews and promotes the implementation of Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation to help connect domestic and foreign enterprises, and connect the Vietnamese economy with the economies of other countries.
The State Bank of Vietnam advises and operates monetary policy, stabilizes exchange rates, reduces interest rates, has preferential credit packages for various sectors, and defers debt when businesses face difficulties due to objective factors.
