In Quang Binh , in order to strengthen measures to ensure the safety of irrigation works and dykes during the rainy and stormy season in 2025, the Provincial People's Committee has issued an official dispatch requesting units to strictly implement the "4 on-site" motto and the "5 clear" principle to promptly respond to natural disasters. Construction works under construction must ensure safe flood crossing, and must not cut dykes or deploy main items during the rainy season.
Vice Chairman of Quang Binh Provincial People's Committee Doan Ngoc Lam assigned units and localities to proactively coordinate and review areas at risk of landslides and flooding to proactively evacuate people when necessary; carry out inspections and test operations of pumping stations, sluice gates, and reservoirs before the rainy season; arrange backup equipment and warning systems to ensure safety in downstream areas.
After the rainy and flood season, the Department of Agriculture and Environment coordinates with localities and units to inspect and re-evaluate the current status of the works to have plans for repair and remediation.
In Quang Tri , the Provincial People's Committee requested departments, branches and localities to ensure reservoir safety and strengthen disaster prevention and control. The division of responsibilities between government levels must be clear, avoiding gaps in organization and management. Units are required to develop emergency response plans for downstream areas, upgrade monitoring systems and forecasting technology to proactively manage when natural disasters occur.
The province also requires strict handling of acts of encroachment on the protection corridor of irrigation works and dykes, affecting dyke safety and flood drainage capacity.
In Hue, Vice Chairman of the City People's Committee Hoang Hai Minh has just directed a thorough inspection of the current status of the dike and irrigation system; detecting damage and developing plans to ensure safety, especially at key locations and works that had problems during the 2024 flood season.
Accordingly, Hue City requested relevant forces to organize emergency response drills; inspect the preparation of materials, equipment, forces, and communications; provide professional training for dike protection and incident prevention forces.
In addition, review the operation process of reservoirs and sluices under the dike, especially those affecting the flow and downstream population; promptly test-operate drainage pumping stations and flood discharge equipment and promptly handle technical problems to ensure safe operation.
The work of checking dangerous areas such as slopes at risk of landslides and flood spillways is also being carried out to proactively evacuate people when necessary. In case immediate evacuation is not possible, local authorities need to prepare emergency response plans.
Investors are required to strengthen inspections and promptly resolve problems to speed up the progress of dike and irrigation projects, especially projects with the task of blocking flows, preventing floods, inundation, saltwater intrusion, drought and landslides in 2025.
In Quang Ngai , the provincial People's Committee requested localities to strictly implement regulations on the safety management of dams and reservoirs; assess the flood resistance and flood discharge capacity of the works. The Department of Agriculture and Environment was assigned to inspect and guide the management unit of irrigation works to detect damage and promptly deploy remedial measures before the flood season.
Projects under construction must be completed before the rainy season, especially Ong Toi reservoir. The Irrigation Works Exploitation Company Limited must test-operate flood discharge equipment, closely monitor developments at Nuoc Trong reservoir, and ensure timely updates of operational information.
"Regarding dike management, investors must speed up construction progress and complete it before the 2025 flood season. If the project lasts beyond 2025, there must be a plan to ensure safety.
The Department of Agriculture and Environment and localities should inspect the current status of dikes and embankments; mobilize resources to handle damage and develop a plan to respond to natural disasters," Mr. Tran Phuoc Hien, Vice Chairman of the province, requested.
According to the Central Central Hydrometeorological Station, this year's rainy season may come early, expected from September 2025, and there is a possibility of heavy rain.
