Ambassador Dang Hoang Giang: The incident that occurred in Dak Lak province on June 11 was an organized act of terrorism targeting state agencies, officials and civilians; affirming that organizations and individuals who directly carried out or were behind the incident will be handled commensurate with the level of violation.
No tolerance for terrorism in any form
According to VNA, on June 22-23, at the United Nations headquarters in New York (USA), the United Nations General Assembly discussed and approved the document of the 8th Review of the implementation of the United Nations Counter-Terrorism Strategy.
At the meeting, member countries adopted the Resolution by consensus and discussed many important contents on the implementation of the United Nations Counter-Terrorism Strategy, including emerging threats, measures to improve the effectiveness of counter-terrorism, ensure compliance with international law and build capacity for member countries in counter-terrorism work.
Attending and speaking at the meeting, Ambassador Dang Hoang Giang, Head of the Permanent Delegation of Vietnam to the United Nations, assessed that terrorism continues to be a serious threat to peace , stability and development globally.
The Ambassador affirmed that the adoption of the document by consensus demonstrates the strong and unified message of the international community that terrorism in any form is unacceptable.
Regarding counter-terrorism measures, the Head of the Vietnamese Delegation said that a comprehensive approach is needed, not only in the traditional security and law enforcement fields, but also efforts should be made to address the root causes and catalysts for the formation and development of extremism, violence and terrorism.
The Vietnamese representative also emphasized the importance of international cooperation, information and experience sharing, and capacity building support in counter-terrorism, as well as the broad participation of social sectors, including IT service providers.
The incident in Dak Lak is an organized act of terrorism.
Referring to the incident that occurred in Dak Lak province on June 11, Ambassador Dang Hoang Giang emphasized that this was an organized act of terrorism targeting state agencies, officials and civilians; affirming that organizations and individuals who directly carried out or were behind the incident will be handled commensurate with the level of violation.
The Ambassador reaffirmed Vietnam's stance in accordance with relevant United Nations documents, strongly condemning terrorism in all forms and manifestations, carried out by anyone, anywhere and for any purpose.
Vietnam requests relevant countries and international organizations to support and cooperate in investigating the incident as well as preventing similar actions in the future.
Four external terrorist threats that harm Vietnam's national security
Previously, on June 20, at the Conference of Heads of Counter-Terrorism Agencies of the United Nations, Major General Pham Ngoc Viet, Director of the Department of Internal Security of the Ministry of Public Security, gave a speech clearly stating four terrorist threats from abroad that harm Vietnam's national security; at the same time, he affirmed that the actions of the group of people who attacked the government headquarters and people in Dak Lak province were organized terrorist crimes.
Specifically, in his speech, Major General Pham Ngoc Viet emphasized: Vietnam resolutely condemns and opposes terrorism in all forms and supports anti-terrorism measures of countries and international organizations in accordance with the United Nations Charter and international law.
In Vietnam, there has been no terrorist attack by individuals or international terrorist organizations, and their branches have not been discovered to be operating.
However, Vietnam has identified external terrorist threats that harm Vietnam's national security such as:
First, in Vietnam there are targets of terrorist interest, such as foreign diplomatic headquarters.
Second, the risk of IS militants moving to Southeast Asia from the Middle East.
Third, terrorist and violent extremist groups are taking full advantage of the development of technology and social networks to spread extremism around the world. Vietnam is among the countries with a large number of internet users, so it is highly likely to be affected.
Fourth, Vietnamese exile reactionary organizations and extremist elements take advantage of ethnic and religious issues residing in some countries to establish bases, networks, organize training for domestic subjects, and send people to infiltrate Vietnam to direct terrorist acts in Vietnam.
These organizations take advantage of Southeast Asian countries to set up disguised offices, attract, recruit, and train members; take advantage of the internet and social networks to propagate, incite, and guide bad elements in the country to carry out terrorist attacks on law enforcement forces and innocent people.
Vietnam calls on countries and international organizations to support and cooperate in investigating the terrorist attack in Dak Lak.
Specifically, on June 11, 2023, a terrorist attack occurred in Dak Lak province, 02 groups of people equipped with guns and homemade weapons attacked the government headquarters and people on the way, killing 09 people, injuring 02 people, and taking 03 hostages.
We have arrested 65 suspects, including a member of an organization based in the US who was ordered by the organization to infiltrate Vietnam and stage the attack.
This is an organized terrorist activity, equipped with weapons; the behavior is very reckless, barbaric, and inhuman.
Vietnam strongly condemns the individuals and organizations that condoned, supported, directed, as well as the subjects that directly caused this incident.
At the same time, Vietnam calls on relevant countries and international organizations to support and closely cooperate with Vietnam in investigating the incident as well as fighting against similar activities.
The fight against terrorism requires the joint efforts of the international community. Only through solidarity, cooperation and shared responsibility can we effectively address this global threat and promote peace and security for each country and the world.
The United Nations Counter-Terrorism Strategy was adopted in 2006 and is reviewed every two years, starting from 2009. This is an important United Nations document that has been unanimously adopted and implemented by countries with four main pillars, including: (i) Measures to address issues that are conditions leading to terrorism; (ii) Measures to prevent and combat terrorism; (iii) Measures to enhance the capacity of countries in preventing terrorism; (iv) Measures to ensure human rights and the rule of law./.
