Absolute ban on alcohol concentration when driving: Necessary regulation

Controlling alcohol violations by drivers is proving effective in ensuring traffic safety and social order. Discussing the draft Law on Road Traffic Order and Safety, many National Assembly deputies supported the need to regulate a zero alcohol concentration when driving.

However, the delegates suggested that the Drafting Committee supplement convincing grounds so that the law can be passed on a reasonable basis, meeting the aspirations of the majority of the people.

Delegate Nguyen Quang Huan (Binh Duong delegation) reiterated that previously, when discussing this issue at the 6th Session of the 15th National Assembly, the delegate suggested that the alcohol concentration should not be strictly regulated as zero when driving, but should be regulated in line with the trend in other countries in the world . However, recently, after attending a wedding in his hometown, the delegate said that the regulation of alcohol concentration as zero when driving "is probably right". The reason is because a part of the people still respect each other more than respect the law. However, the delegate said that currently there are still two different opinions on this issue. Therefore, he suggested that the Drafting Committee supplement convincing grounds so that the National Assembly can decide so that when the law is passed, it will be reasonable, meet the wishes of the majority of the people and thus the law will have a long life.

Adding his opinion, delegate Tran Van Tuan ( Bac Giang delegation) also suggested that strict regulations should be made to avoid wrongful handling of people who do not drink beer or alcohol while participating in traffic. According to the delegate, the regulation strictly prohibits the act of "Driving a vehicle on the road with alcohol concentration in the blood or breath" with the aim of preventing and reducing traffic accidents, reducing risks and potential damage caused by the use of alcohol to the life, health and property of the driver and other traffic participants. However, will this regulation lead to any cases of wrongful handling, especially for drivers of vehicles on the road with endogenous alcohol concentration in the blood or breath? Therefore, it is necessary to stipulate which cases need to be re-examined through blood tests, to avoid wrongful handling of people who do not drink beer, wine and other alcoholic beverages while driving.

Although there are still some opinions that the regulation of zero alcohol concentration when driving is too strict, I think that, in the current cultural and traffic conditions in Vietnam, it is really necessary to support this regulation. This is to ensure traffic safety and people's lives, gradually forming the habit and culture of "if you drink alcohol, do not drive"... In case a traffic participant affirms that he or she has not drunk alcohol and says that he or she has an endogenous alcohol concentration, he or she should consult a medical facility to avoid being wrongly treated, although this is very rare.
