Urban regulations officer in Da Nang receives fines from citizens through personal account

An officer of the Urban Regulation Inspection Team of Hai Chau District ( Da Nang City) was reported to have received administrative fines from citizens through his personal account.


On December 11, the People's Committee of Hai Chau District (Da Nang City) announced that it had temporarily suspended an official of the District Urban Regulation Inspection Team for 15 days to investigate and clarify the reflection of receiving administrative fines from people through personal accounts.

According to the People's Committee of Hai Chau District, on December 9, Mr. NVQ (an official of the Urban Regulation Inspection Team assigned to work at the People's Committee of Hai Chau 2 Ward) and the ward's functional forces inspected urban order at Alley 269 Ong Ich Khiem.

While patrolling, we discovered Ms. HTH (resident of Son Tinh district, Quang Ngai province) parking her motorbike, cargo box... on lane 269 Ong Ich Khiem to bring goods to the market, affecting traffic safety and order.

At this time, Mr. NVQ made a record of administrative violations according to the provisions of Point b, Clause 3, Article 12 of Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government with a fine of 500,000 to 1 million VND (average fine is 750,000 VND).

According to Hai Chau District People's Committee, the violator also voluntarily signed the Administrative Violation Record.

According to regulations, after drawing up a record of administrative violations, the People's Committee of Hai Chau 2 Ward will issue a decision to impose an administrative penalty. After that, the citizen will pay the fine and present the fine receipt to the authorities.

Hai Chau District People's Committee added that due to not having much time to travel to carry out the penalty decision, Ms. HTH asked to pay the fine immediately.

Therefore, Mr. NVQ instructed Ms. HTH to write a bail paper to pay the fine of 750 thousand VND.

According to information provided by the People's Committee of Hai Chau District, due to not having enough cash, Ms. HTH asked for Mr. NVQ's account number to transfer money to pay the fine. Mr. NVQ provided his personal account number for the violator to transfer money to pay the fine.

Hai Chau District People's Committee believes that Mr. NVQ's actions stemmed from the idea of helping citizens, without any sense of profit (receiving the exact amount of money citizens had to pay in fines) but did not follow the correct procedures prescribed by law, creating bad public opinion.

"Therefore, the District People's Committee has temporarily suspended the NVQ officer from work for 15 days from December 11, 2024 so that the authorities can conduct an inspection, clarify, and handle the case according to regulations," said the Hai Chau District People's Committee.
