
Land plot No. 1 Ly Thai To (Vuon Lai ward, Ho Chi Minh City) has an area of over 44,300m², floor area of over 7,100m² for Ho Chi Minh City People's Committee to manage and use.

According to the decision of Ho Chi Minh City, this land located between three street frontages of Ly Thai To - Hung Vuong - Tran Binh Trong, opposite Cong Hoa Intersection, will be converted into community park

The city plans to renovate the land plot at 1 Ly Thai To (HCMC) into a multi-functional park, including a memorial for people who died from COVID-19. On November 3, the Office of the HCMC People's Committee issued an official dispatch conveying the direction of Chairman of the City People's Committee Nguyen Van Duoc, assigning the Department of Agriculture and Environment to urgently hand over the land plot to the sponsor, Sun Group, to implement the project.

The residential area at No. 1 Ly Thai To was formerly the Government Guest House, under the management of the Ministry of Foreign Affairs . The campus currently has 7 ancient villas that have been vacant for a long time, waiting to be handed over to serve the project of renovation, construction of parks and memorial statues.

Sun Group will invest in building a green park, a community playground and a memorial for COVID-19 victims at land plot No. 1 Ly Thai To. The project is expected to be completed and put into use before Lunar New Year 2026.

Along with that, the Department of Planning and Architecture of Ho Chi Minh City was assigned to inventory, evaluate and classify the villas in the land before November 10, and at the same time guide the People's Committee of Vuon Lai Ward to make local adjustments to the 1/2,000 scale zoning plan to implement the project in accordance with regulations.

The People's Committee of Vuon Lai Ward was assigned to establish, appraise and approve the local adjustment of the 1/2,000 scale zoning plan at land plot No. 1 Ly Thai To, to be completed before November 30. The Department of Culture and Sports of Ho Chi Minh City will preside over collecting comments from agencies, organizations and people on the park design plan proposed by Sun Group, to be completed within 15 days. After that, the Department will synthesize and send comments to the sponsoring unit to complete the design plan before implementation.

The Director of the Ho Chi Minh City Department of Construction was assigned to directly direct the construction of the park at land plot No. 1 Ly Thai To until its completion and putting into use. At the same time, the Department of Construction will urgently establish an investment project to expand Tran Binh Trong Street, using the city budget, to synchronize the area's infrastructure and facilitate the formation of a multi-functional park space.

Currently, the proportion of green parks in the inner city of Ho Chi Minh City is still very low compared to urban planning standards. In addition, the system of park facilities, public spaces and playgrounds for the community in the central area is still lacking, not meeting the living and entertainment needs of the people.

The "golden land" area at No. 1 Ly Thai To is located in a prime location, inside the premises are 7 ancient villas once owned by Uncle Hoa's family - known as the "king of real estate" in old Saigon.

After 1975, this area was used as a Government Guest House managed by the Ministry of Foreign Affairs, then transferred to Ho Chi Minh City. From 2017 to now, the land has been abandoned, the villas have seriously degraded, many items are covered with moss and damaged over time.

The villas in the area were built in French architecture, with a ground floor and two upper floors, bearing a strong classical mark. After many years of disuse, the entire structure had seriously degraded. Inside the premises, weeds grew wildly, trees covered the walkways, creating a desolate scene in the heart of a bustling urban area.

In contrast to the deserted scene inside the "golden triangle", surrounding the land plot No. 1 Ly Thai To is a series of office buildings, commercial centers and modern residential areas springing up bustlingly, making this place quiet in the midst of bustling urban life. According to the planning, this area is also near Metro Line No. 1 (Ben Thanh - An Ha depot) and Metro Line No. 3 in the future, with 3 underground stations expected to be adjacent to the land, creating a great advantage for the development of public space and connecting traffic.
