Need to remove difficulties to speed up construction progress of riverside road

With the goal of creating new development momentum for the western region of the province, at the end of December 2022, Quang Ninh started construction of the Riverside Road Project connecting Ha Long - Hai Phong Expressway to Dong Trieu Town, the section from Provincial Road 338 to Dong Trieu Town (River Road). Currently, the investor and contractors are focusing on speeding up the progress of the items, determined to complete the project in 2024.

In order to continue to concretize the overall planning policy for socio-economic development, synchronously develop connecting traffic infrastructure, form inter-regional foreign traffic routes; increase the connectivity of the economic triangle of Quang Ninh - Hanoi - Hai Phong, the Red River Delta and the Northern coastal region; promote the advantages of connecting waterway traffic, inland ports with important waterway traffic routes in the North and create land funds for urban, service and industrial development, etc., Quang Ninh province has decided to invest in the riverside road project with a length of 40.93km passing through Quang Yen town, Uong Bi city and Dong Trieu town.

The road is designed as a level III plain road with 6 lanes (4 motor lanes and 2 service lanes) with a total investment of more than 6,300 billion VND from central and provincial capital. The entire route is arranged with 13 bridges made of prestressed reinforced concrete and 9 intersections at the same level with National Highway 18, National Highway 10, Provincial Road 338, Provincial Road 333 along with drainage system, landscape trees and traffic safety.

According to the report from the project investor, currently there is only the construction package of the Canal Bridge and the Consortium has organized the construction, conducted survey drilling, and explored the Karst cave for 200/514 boreholes and is constructing bored piles for 10/48 pillars. The construction package of the Song Uong Bridge has started since the end of March and is preparing the site, camps, and mobilizing machinery and equipment to the construction site.

Mr. Do Duc Binh, representative of the contractor Cau 75 Company, constructing the Canal and Combination bridges, said: To ensure the progress according to plan, the contractor is currently deploying 4 lines to drill and bore more than 500 piers of the 2 bridges; mobilizing human resources, equipment and machinery to the construction site. However, the construction site is located on an aquaculture pond (about 100 hectares), surrounded by other ponds, so the access road has not been constructed yet, due to lack of land for filling; some bridge piers located on the cooling canal have not yet been handed over the site. Therefore, the construction organization is facing difficulties.

To develop the construction site, it is estimated that nearly 200,000m3 ^of fill soil is needed. However, the mines arranged for the project are Bac Son, Trung Vuong, Hang Hum, Tay Son, Thuy An (Uong Bi City) and have not yet completed the exploitation procedures. Therefore, the contractor can only organize construction in the sand dune area with access roads and qualified ground area.

The construction site is located on the aquaculture pond area. Currently, due to the lack of land for filling, the access road has not been constructed.

For the remaining packages, the investor is actively implementing the contractor selection process. Package 13 (construction of the remaining 10 bridges) is being evaluated; for the road packages (3 packages), the consulting unit is completing the technical design documents and adjusted estimates according to the review opinions. The investor is coordinating with relevant departments and branches to resolve the procedures for the land mine as a basis for making a transportation plan and calculating construction costs...

To facilitate site clearance for project construction, at the end of 2021, Quang Ninh province separated the site clearance work into an independent project, with localities directly passing through the road being the investors of the site clearance sub-project. Specifically, Quang Yen town, Uong Bi city and Dong Trieu town have reclaimed more than 400 hectares of land, affecting nearly 3,500 households. However, up to now, according to the feedback from the investor of the Riverside Road, there are still many locations with pending land clearance that have not been completely handed over.

It can be seen that in recent times, Quang Ninh has had many breakthrough development ideas, paying great attention to investment in developing socio-economic infrastructure; many large-scale and important traffic projects in the area have been invested, put into operation, and promoted effectively. In order for the Riverside Road to be completed soon, with the active participation of investors and contractors, localities and related units also need to review and coordinate closely to promptly ensure the site for construction organization; ensure sufficient land supply for the project according to plan.
