Mr. Hoang Cao Thuong - Deputy Director of Lang Son Department of Industry and Trade said, To ensure the conditions for implementing new tasks when implementing 2-level local government , Lang Son Industry and Trade has urgently reviewed resources in terms of facilities, staffing and human resources to have a reasonable and effective arrangement plan, promptly proposed to the Provincial People's Committee to direct the remaining content and actively coordinated to guide and support the commune level to perform tasks in the field of industry and trade under its authority.

" In general, the reception and implementation of decentralized and delegated tasks are carried out very urgently and flexibly, while still ensuring strict compliance with legal requirements and regulations ," said Mr. Thuong .

After more than 4 months of implementation, Mr. Thuong assessed that the deployment and operation of administrative procedures in the industrial and commercial sectors in Lang Son province were stable and smooth, especially the issuance of certificates of origin (C/O).

The two-level local government system is also well coordinated and clearly assigned, creating favorable conditions for organizations and individuals in the process of implementing procedures, contributing to improving the effectiveness and efficiency of state management, actively contributing to the development of industry and trade in particular and improving the investment and business environment in Lang Son province in general.

According to Mr. Thuong, in recent times, the Ministry of Industry and Trade has been very proactive, determined and clearly demonstrated its role as a companion and guide in the synchronous implementation of tasks and solutions for decentralization and delegation of power when implementing the local government model at all levels, thereby contributing to helping localities in general and Lang Son province in particular to be more proactive, flexible and effective in state management.

Specifically, in addition to sending Department leaders to localities, the issuance of a system of specific, synchronous and timely guidance documents, along with the organization of training and professional guidance programs, has supported Lang Son province to improve the quality of its staff and civil servants ; Modernize the process of handling records, increase publicity and transparency in state management to ensure smooth, effective and quick implementation of administrative procedures in the new period ; At the same time, reduce time and costs for businesses as well as people, thereby businesses can access policies more conveniently and people are also better served.

Difficulties in specific fields

Mr. Trung said, when it first operated , the local government It is inevitable that there will be certain difficulties in some specific fields. For example, e-commerce is often related to the field of market management or the field of local industry and trade, industrial cluster development; especially in the field of issuing certificates of origin ( C/O ) , every day we can receive many, hundreds, thousands of sets of C/O application documents, sometimes there is no synchronization leading to difficulties in implementation.

The second difficulty is related to the issue of human resources. Currently, there are not many qualified and trained personnel in the field of Industry and Trade at the local and communal levels, while communal officials often hold multiple positions. In addition, there are localities that have not promptly arranged financial mechanisms and facilities , affecting work efficiency ...

Mr. Trung commented: During the recent implementation of the two-level local government , the most important problem is in the understanding and implementation of legal documents. Currently, there is still no consensus between localities and sectors in the understanding and application of legal regulations. This will cause overlap between agencies. However, according to Mr. Trung, the National Assembly has issued Resolution 206 to remove difficulties and obstacles for legal documents in the implementation process, allowing for amendments and reviews of overlaps and obstacles in the implementation process.
