In recent years, Vietnam's agricultural sector has achieved many remarkable successes, evident in various aspects: high export values ​​for agricultural products; increased production and productivity of crops and livestock... contributing to national food security and improving the quality of life for people in rural areas. However, according to Dr. Phung Ha, Vice President and General Secretary of the Vietnam Fertilizer Association, agricultural production also emits a large amount of greenhouse gases. Therefore, developing sustainable agriculture is a crucial task to address climate change.

Increase productivity and value for agriculture.

In fact, investment in sustainable agriculture has been implemented and is yielding many encouraging results. During the 2023-2024 winter-spring rice crop, the communes of Vi Trung and Vi Binh in Vi Thuy district (Hau Giang province) applied a smart rice farming model on approximately 10 hectares. As a result, investment costs decreased compared to conventional production, from 19.2 - 22 million VND/ha to 1.5 - 2.8 million VND/ha. Farmers in Vi Trung commune earned nearly 65 million VND/ha, while those in Vi Binh commune earned nearly 52 million VND/ha, an increase of nearly 1.5 to 4.6 million VND/ha compared to fields outside the model. Notably, pesticide residue analysis results met safety standards, ensuring the rice is suitable for export.

Mr. Le Van Quang, Chairman of Minh Phu Seafood Group JSC, said that the company is applying a shrimp-rice farming model that is in harmony with nature. Accordingly, the cycle of two seasons and two contrasting environments creates balance and sustainability for the shrimp-rice model. Each component serves as both an output and an input for the other in a closed, optimally cyclical production system, thus being environmentally friendly. This farming method not only brings people three times the income compared to before, but also helps increase sediment deposition in project areas by 10-40% compared to other conventional locations.

Furthermore, Mr. Truong Sy Ba, Chairman of the Board of Directors of BAF Vietnam Agriculture Joint Stock Company - a member of Tan Long Group, shared that businesses pursuing a circular economy and sustainable development can also receive significant support when attracting green financing. Thanks to practicing green and sustainable criteria, in 2023, the company received funding of up to VND 900 billion from the International Finance Corporation (IFC). This is long-term capital with good interest rates, and it also attracts other investors interested in the business.

Breaking down financial and technological barriers.

However, one expert frankly acknowledged that farmers' access to science and technology is still limited, leading to slow progress in sustainable agricultural development; small-scale production is a "barrier" to the application of sustainable production methods. Farmers still retain old habits and mindsets in production, such as excessive use of inorganic fertilizers and pesticides; misuse of drugs in livestock, veterinary medicine, and aquaculture, in disease control, environmental pollution, and food safety and hygiene issues.

Therefore, to create a sustainable agricultural model, it is first necessary to change the mindset regarding production and business; focus on improving knowledge and techniques in cultivation and animal husbandry, applying new scientific advancements to production; and strengthen international cooperation to attract financial support and technology transfer to develop green, low-carbon, food-safe agriculture, enhancing competitiveness in the global agricultural supply chain. In addition, the agricultural sector and localities also need to create new breakthroughs through a synchronized system of policies supporting sustainable agriculture; developing ecological agriculture in a multi-value, multi-sectoral direction, integrating economic, social, and environmental values…

Furthermore, according to representatives from the Institute of Financial Strategy and Policy (Ministry of Finance), financial policy is one of the most effective tools, playing a guiding and regulating role in the development of sustainable agriculture in line with the requirements and economic development orientation of the country in each period. In particular, tax policy impacts the supply-demand relationship of clean agricultural products; contributes to promoting land consolidation and the development of modern agriculture; encourages the application of science and technology, attracts investment capital into high-tech and clean agriculture; and attracts high-quality human resources to work in the agricultural sector. Therefore, it is necessary to improve tax policies aimed at encouraging and supporting the development of sustainable agriculture, supplementing tax incentives such as exemptions and reductions on corporate income tax for certain entities to attract intellectual and financial resources from individuals to participate in the sustainable agricultural development process...
