In recent times, Vietnam’s agricultural sector has achieved many remarkable achievements, reflected in many aspects: high export value of agricultural products; increased output and productivity of crops and livestock, etc., contributing to ensuring national food security and improving the quality of life for people in rural areas. However, according to Dr. Phung Ha, Vice President and General Secretary of the Vietnam Fertilizer Association, agricultural production also emits large amounts of greenhouse gases. Therefore, developing sustainable agriculture is an important task to respond to climate change.

Increasing productivity and value for agriculture
In fact, investment in sustainable agriculture has been implemented and is recording many encouraging results. In the 2023-2024 winter-spring rice crop, Vi Trung and Vi Binh communes of Vi Thuy district ( Hau Giang province) applied the smart rice farming model on an area of about 10 hectares. Thanks to that, investment costs were reduced compared to mass production from 19.2 - 22 million VND/ha to 1.5 - 2.8 million VND/ha. The profit earned by farmers in Vi Trung commune was nearly 65 million VND/ha, and in Vi Binh commune it was nearly 52 million VND/ha, an increase of nearly 1.5 to 4.6 million VND/ha compared to fields outside the model. In particular, the analysis index of pesticide residues reached the safety threshold, ensuring export service.

Mr. Le Van Quang, Chairman of Minh Phu Seafood Corporation, said that the enterprise is applying the natural shrimp-rice model. Accordingly, the rotation cycle through 2 water seasons, 2 opposite living environments creates balance and sustainability for the shrimp-rice model. Each component is both an output and an input for each other in a closed production system, optimal circulation, so it is close to the environment. This farming method not only brings people 3 times more income than before, but also helps increase the level of sedimentation in project areas by 10-40% compared to other normal locations.
In addition, Mr. Truong Sy Ba - Chairman of the Board of Directors of BAF Vietnam Agriculture Joint Stock Company - a member of Tan Long Group shared that enterprises pursuing circular economy and sustainable development can also receive great support when calling for green financial resources. Thanks to practicing green and sustainable criteria, in 2023, the enterprise received funding of up to 900 billion VND from the International Finance Corporation (IFC). This is long-term capital, good interest rates, and attracts other investors interested in the enterprise.
Breaking down financial and technological "barriers"
However, an expert also frankly admitted that farmers' level and capacity to access science and technology are still limited, leading to slow development of sustainable agriculture; small-scale production is a "barrier" to the application of sustainable production methods. Farmers still have old habits and thinking in production such as excessive use of inorganic fertilizers and pesticides; abuse of drugs in livestock - veterinary - aquaculture, in disease treatment, environmental pollution, causing loss of food hygiene and safety...
Therefore, to build a sustainable agricultural model, we first need to change our thinking about production and business; focus on improving knowledge and techniques in cultivation and animal husbandry, applying new scientific advances in production; strengthen international cooperation to call for financial support and technology transfer to develop green, low-carbon, food-safe agriculture, and improve competitiveness in the global agricultural product chain. In addition, the agricultural sector and localities also need to create new breakthroughs with a synchronous system of sustainable agricultural support policies; develop ecological agriculture in a multi-value, multi-sector direction, integrating economic, social, and environmental values, etc.
Along with that, according to the representative of the Institute of Strategy and Financial Policy (Ministry of Finance), financial policy is one of the very effective tools, playing a role in orienting and regulating the development of sustainable agriculture in accordance with the requirements and orientations of the country's economic development in each period. In particular, tax policy affects the relationship between supply and demand of clean agricultural products; contributes to promoting land accumulation, developing agriculture in a modern direction; encourages the application of science and technology, attracting investment capital in high-tech agricultural production, clean agriculture; attracts high-quality human resources working in the agricultural sector. Therefore, it is necessary to perfect tax policies aimed at encouraging and supporting the development of sustainable agriculture, supplementing incentives for exemption and reduction of corporate income tax for a number of subjects to attract intellectual and financial resources of individuals participating in the process of sustainable agricultural development...
