According to the reporter's records, Quan Bridge, at km 65+400, Provincial Road 163 is an iron bridge that was built more than 10 years ago.

The flood on September 29 caused serious damage to this bridge: one bridge section was displaced, the approach road to the bridge was almost completely eroded by floodwater, the bridge deck and steel structure of the bridge frame were also damaged in many places.

For more than 2 months now, Quan Bridge has had to stop operating due to severe damage.

Mr. Le Quang Dao - Chairman of Chau Que Commune People's Committee said: "Faced with the serious deterioration of Quan bridge, the local government has coordinated with Road Construction Joint Stock Company II - Yen Bai to stretch ropes and use materials to block both ends of the bridge to prevent vehicles from passing through.

To ensure the travel needs of the people, the locality has opened a secondary road upstream of Quan stream for vehicles to pass through. However, because this is a temporary road, it cannot meet the needs of transporting goods and ensuring safety if there is a flood.

A pillar of the Quan bridge was displaced by floodwaters.

It is known that recently, the Department of Construction and relevant authorities have come to inspect and survey to make a repair plan.

The Chau Que Commune authorities proposed to study and consider building a permanent concrete bridge, because the old Quan Bridge was built with a steel frame structure that had been degraded for a long time; in addition, the flood had damaged a pillar and many other items, making it difficult to operate again.

Mr. Nguyen Danh Bay, Khe Phao village, Chau Que commune said: "Because Quan bridge stopped operating, for more than 2 months now, local people have encountered many difficulties in traveling and transporting goods.

We request the Department of Construction and the provincial authorities to promptly organize a comprehensive inspection and assessment to repair or build a new, solid bridge to serve people's travel."

The bypass above Quan Bridge was opened by local authorities to temporarily serve people's travel.

Because Quan Bridge is located on Provincial Road 163 - a vital traffic route connecting localities along the right bank of the Red River from Bao Ha commune to Chau Que, Dong Cuong, Mau A, Tran Yen communes, local people request that the relevant agencies and the province soon have a plan to repair or build a new bridge to serve travel and socio- economic development and tourism.
