The opening ceremony is scheduled to take place at 8:00 p.m. on November 19 at Nam Cuong Square, Cam Duong Ward. The event will be broadcast live on VTV and rebroadcast in the provinces and cities of the Red River Delta. The opening ceremony includes a ceremony, opening speeches, art performances and low-altitude fireworks.

According to the plan, the Festival will be hosted by Lao Cai, inviting the provinces in the Red River basin of Vietnam and Hong Ha Chau (Yunnan province - China) to participate. The goal is to affirm Lao Cai's position as the source, promote foreign cooperation, both preserve and honor the identity, and create new momentum for tourism and border services.
During the week, Kim Tan Square ( Lao Cai Ward) becomes the festival axis, opening 13 experiential spaces: reenacting rituals, folk songs - folk dances, handicrafts, displaying musical instruments, costumes and OCOP products. The organization is interactive, so that visitors can "touch" the cultural life of the river region .

Along with the cultural activities is the 25th Vietnam - China International Trade Fair (Lao Cai) from November 19-24 at Kim Thanh Exhibition Fair Center, creating a meeting place to connect businesses on both sides of the border, stimulating shopping and tourism at the end of the year.
The exchange atmosphere continues in the sports field with the Lao Cai – Yunnan business and youth football tournament scheduled for November 22-23 at Lao Cai Provincial Stadium (Cam Duong). After the main week, the international cycling race “One track, two countries” Hong Ha (China) – Lao Cai (Vietnam) takes place on November 28-30.
The Festival is more than just a series of art performances: it is Lao Cai's way of telling the story of the Red River civilization in contemporary language—honoring the colors of 54 ethnic groups, promoting border destinations, and activating experiential spaces in the heart of the city.
