This information was released by Deputy Minister of Education and Training Pham Ngoc Thuong at the training conference on inspection and supervision of the 2025 high school graduation exam, held on May 27th in Hanoi.
Cheating occurs among both students and teachers.
Deputy Minister of Education and Training Pham Ngoc Thuong stated that the use of AI is now very common. During exams, regulations prohibit students from bringing materials into the examination area, but if checks are not thorough, there may be cases of students intentionally bringing devices into the restrooms. Students leave their phones in the restrooms and try to use them secretly.
"Therefore, in this year's exam, we must consider reviewing the restroom areas within the examination centers, and even assign invigilators to monitor the restrooms to prevent leaks. A single oversight by an invigilator and a deliberate act by a candidate could lead to the exam questions being leaked," Mr. Thuong warned.

According to the Deputy Minister, the general requirements for this year's high school graduation exam, and those of previous years, are to organize it safely, seriously, fairly, effectively, in accordance with regulations, reduce pressure, reduce costs, ensure reliability, and guarantee quality.
The Deputy Minister reiterated the "4 correct" and "3 not" principles, in which the "4 correct" are: correct examination regulations and guidelines; correct and complete procedures; correct position, responsibilities, and assigned tasks; and correct timing to promptly handle unusual situations and incidents.
The "three no's" – no negligence or complacency; no excessive stress or pressure; and no independent handling of unusual situations or incidents – were rigorously emphasized in the organization of the 2024 high school graduation exam and remain the guiding principle for the 2025 exam.
He also mentioned two key areas that need to be improved in this year's exam: promoting the sense of responsibility and professional expertise of the leadership and organizational staff, and fostering self-awareness and adherence to regulations among the candidates.
"We shouldn't overreact or be overly tense, but we must anticipate all possible situations. Inspectors must have a thorough understanding of the regulations because there may be ambiguities in the regulations that haven't been fully covered."
"When an incident occurs, inspectors must handle it immediately, avoiding a media crisis and ensuring it doesn't affect the candidates," the Deputy Minister said.
At the conference, Colonel, Dr. Pham Long Au, Deputy Director of the Technical and Professional Affairs Department ( Ministry of Public Security ), stated that cheating can occur among both teachers and candidates.
In particular, candidates are using miniature devices to cheat on exams, which are very difficult to detect. This year, there are even smart rings, larger than normal rings, designed to house internal mechanisms for cheating.
For teachers, cheating often occurs through altering exam scores, inflating grades, etc., to gain illicit profits.
"The use of high-tech devices by candidates to cheat or teachers interfering to manipulate scores greatly affects transparency and poses a major challenge to the exam," said Colonel, Dr. Pham Long Au.

Merging inspectors will not affect the exam.
According to Deputy Minister of Education and Training Pham Ngoc Thuong, examination centers must clearly assign responsibilities to specific individuals, leaving no gaps, with the motto of prioritizing inspections and audits with a preventative and deterrent nature.
Inspection work must be substantive, not merely 형식적인 (formalistic), not superficial or perfunctory; everyone must be conscientious because even a small oversight can have major consequences.
The Deputy Minister noted that this year the number of candidates taking the high school graduation exam has increased by about 100,000, so the inspection work must be more thorough, demanding, and effective.
The merger of the Inspectorate of the Ministry of Education and Training with the Government Inspectorate has been carried out according to schedule, but examination work continues to be conducted according to its functions.
Accordingly, the People's Committees of provinces and cities will direct the provincial inspectorates to develop inspection plans. The Ministry of Education and Training will continue to utilize its inspection team until the effective date, in accordance with the regulations.
Regarding the inspection work for the exam, Professor Huynh Van Chuong, Director of the Quality Management Department, Ministry of Education and Training, noted that the difference this year is that the exam centers have two groups of candidates following two different exam programs (candidates following the 2018 program and candidates following the old program).
"Although there are 25,000 candidates from the old program taking the exam, according to a survey by the Ministry of Education and Training, most examination centers are organized separately for this group, so the inspection must be very careful to avoid confusion."
"The inspection team must carefully study both the 2018 and 2006 regulations. Candidates taking the exam under the 2018 program will be different from those in previous years because there are many subjects in the exam room, resulting in many different exam codes, which makes it difficult for the invigilators," Mr. Chuong said.
Compared to last year, the number of candidates increased from 1.06 million to over 1.1 million. From April 21st to April 28th, candidates began registering for the high school graduation exam; prior to that, candidates had four days to register for a trial period.
Candidates use their VNEID identification code to register online at their high school; no additional documents are required.
Departments of Education and Training and high schools need to guide candidates to check and cross-check their exam registration information. When registering, candidates must choose a program. This is important information, serving as the basis for arranging exam locations, rooms, and exam papers for candidates.
