Minister of Finance Nguyen Van Thang has just signed a document sent to the National Assembly delegation of Dak Lak province regarding the response to the petitions of voters in this province submitted before the 10th session of the 15th National Assembly.
Previously, voters in Dak Lak province requested that the Government continue to pay attention to the policy of giving gifts to the people during the Lunar New Year and other major national holidays.
In response to voters' petitions, the Ministry of Finance stated that every year, on important national holidays and festivals, the President issues policies to give gifts to those who have rendered meritorious services to the revolution, such as Lunar New Year, War Invalids and Martyrs Day on July 27th, etc.

In 2025, on the occasion of the 50th anniversary of the Liberation of the South and the Reunification of the Country, and the 80th anniversary of National Day (September 2, 1945 - September 2, 2025), the President issued Decision No. 689 on awarding gifts to people who have rendered meritorious services to the revolution, at a rate of 500,000 VND per person.
On the occasion of National Day on September 2nd, the Party and State also decided to give gifts to all citizens at a rate of 100,000 VND per person, as a token of gratitude and to share the joy on this important holiday.
According to the Ministry of Finance, the issuance of policies in general and the giving of gifts to the people in particular are carried out on the basis of the Party's guidelines, the Government's directives, and the State budget's annual balancing capacity.
Therefore, the Ministry of Finance would like to receive feedback from voters and coordinate with relevant ministries and agencies to advise and report to competent authorities when budget resources are secured.
Earlier, at the end of August, Prime Minister Pham Minh Chinh issued Official Dispatch No. 149 regarding the giving of gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd.
The gift amount is 100,000 VND per person, for all citizens to celebrate Independence Day.
Subsequently, on August 29th, the Government issued Resolution No. 263 on giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd.
The resolution states that the policy is to give 100,000 VND per person in cash to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been issued identity cards, are residing in Vietnam, and have had their personal identification numbers collected, updated, and assigned.
The gift-giving method involves giving gifts once to each resident household. The amount for each household is determined for each individual based on national population data. The head of the household or a family member legally authorized by the head of the household receives the gifts on behalf of the household members according to the list of individual members and is responsible for distributing the gifts to them.
In cases where citizens do not have a registered permanent residence, gifts will be given directly to each citizen or to a person authorized by the citizen.
Gift giving is carried out through social security benefit accounts on the electronic identification application - VNeID - for those who have integrated accounts, or directly in cash for those who do not have accounts, at payment points organized by the local authorities, ensuring timeliness, safety, and efficiency.
The resolution also includes an additional target of over 10,700 billion VND from the 2025 central government budget, which has been approved by the National Assembly but not yet allocated in detail to the budgets of provinces and cities, to carry out the giving of gifts to the people based on population data provided by the Ministry of Public Security.
