At around 5:00 p.m. on May 4, on Highway 973 in Xom Moi Hamlet, Bai Thom Commune, Phu Quoc City, a foreign male tourist was driving a motorbike without a helmet and with both hands off the wheel, endangering other road users.

Upon receiving the report, the authorities conducted verification and identified the violator as Mr. Vanov Aleksandr (born in 1980, Russian nationality), temporarily residing in Ong Lang hamlet, Cua Duong commune, Phu Quoc city.

Mr. Aleksandr admitted to the violations, including: Not wearing a helmet while driving a motorbike; Letting go of both hands while driving the vehicle; Not having a driving license as prescribed in Vietnam.

The motorbike with license plate 77E1 – 344.21 driven by Mr. Aleksandr was identified as a rented vehicle from a business at 100, Tran Hung Dao Street, Duong Dong Ward, Phu Quoc City.

Based on the violations, the Traffic Police Team has drawn up an administrative violation record and temporarily detained the vehicle for 10 days to handle it according to the law. The vehicle owner, Ms. Pham Thi Dien, was also invited by the police to clarify her responsibility for handing over the vehicle to an unqualified person, violating Clause 1, Article 56 of the Law on Road Traffic Safety and Order.

Renting a motorbike is the choice of many foreign tourists when coming to Phu Quoc ( Kien Giang ) because of its flexibility, convenience and low cost. However, many of them do not have a driver's license in accordance with Vietnamese regulations, and have never driven a motorbike before. Others are subjective and do not learn about local traffic laws, leading to violations such as not wearing a helmet, running red lights, driving in the wrong lane, and even driving under the influence of alcohol. These behaviors not only pose a potential risk of causing accidents for tourists but also threaten the safety of other road users.

In fact, there have been many accidents involving foreigners in Phu Quoc recently. Some motorbike rental owners have been punished for giving motorbikes to unqualified people and neglecting to check the driver’s license of the renter. This is not only a violation of the law, but also shows a lack of responsibility for the general safety of the community.

Phu Quoc City Traffic Police recommends that organizations and individuals providing car rental services should carefully check the legal conditions of the renter, especially the valid driver's license suitable for the type of vehicle in Vietnam. Foreigners living, working or traveling in Phu Quoc must strictly comply with traffic safety regulations to avoid endangering themselves and the community.
