Flood warning and risk of flooding in downstream areas due to increased discharge from Song Cai reservoir

Ninh Thuan Irrigation Works Exploitation Company Limited has just announced an adjustment in the operation of Song Cai reservoir due to the increased water volume in the reservoir, exceeding expectations.

Cai River at 12 o'clock opened 5 gates, spilling nearly 1600 m3/s.

Accordingly, from 12:00 on November 17 to 17:00 on November 28, Song Cai reservoir will discharge water with a flow rate of 10 to 2,000 m³/s through the spillway, combined with a discharge rate of 7 to 27.8 m³/s through the downstream culvert to ensure the safety of the project and the downstream area. Previously, the water level of the reservoir on the morning of November 17 reached an elevation of +194.11 m, equivalent to 232.46 million m³, exceeding 105.8% of the design capacity, while rain is forecasted to continue to increase in the basin. The regulation will prioritize large discharges during the day, reducing at night; however, if there is unusually heavy rain, the discharge rate can be adjusted.

Experts warn that during the water discharge process combined with heavy rain and high tides, some low-lying areas along the Cai Phan Rang River may be partially flooded, especially in Dong Hai, Phan Rang, Bao An wards and Ninh Phuoc and Phuoc Hau communes.

To ensure the safety of people, property and infrastructure in the downstream of Song Cai Lake, the company requests the People's Committees of the communes: Bac Ai Tay, Bac Ai, My Son, Lam Son, Ninh Son, Anh Dung, Phuoc Dinh, Ninh Phuoc, Phuoc Hau, Phuoc Huu and the People's Committees of the wards: Do Vinh, Phan Rang, Dong Hai, Bao An, Ninh Chu and related units to promptly notify people in the downstream of Song Cai Phan Rang to proactively move property and livestock away from the dangerous area; at the same time, monitor and update the news of lake operation adjustments to promptly respond.
