From January 1, 2025, the Law on Road Traffic Order and Safety officially took effect, stipulating that motor vehicles and specialized motorbikes participating in traffic, including those imported and temporarily registered to move from ports and border gates to storage places, must have a certificate of technical safety quality and environmental protection.
Before the law took effect, businesses could register a customs declaration, receive a “carry-in-reservation” certificate, and then apply for a temporary license plate to transport the vehicle to the warehouse, awaiting inspection. However, under the new regulations, businesses must have a quality certificate before being granted a temporary license plate. This has caused many businesses to encounter difficulties in completing temporary vehicle registration documents, leading to vehicles being held at the border gate for a long time awaiting inspection results.
Mr. Ngo Lam Son, Deputy Head of the Customs Team at Huu Nghi International Border Gate, Customs Branch VI, said: Motor vehicles imported from China do not meet the conditions for temporary license plate issuance procedures. Therefore, businesses must store goods at the border gate for 3 to 5 days to wait for quality inspection results, causing large inventories, potentially causing congestion and additional costs. Faced with this reality, the unit reported the situation to superiors and established two working groups to coordinate with functional forces and businesses to find ways to remove obstacles.
According to statistics from the Customs Department of Region VI, in the province there are about 20 enterprises importing motor vehicles facing difficulties in registration procedures and temporary license plate issuance.
In order to promptly remove difficulties for enterprises importing motor vehicles in registering vehicles and issuing temporary license plates in accordance with regulations, avoiding congestion and affecting import and export activities at border gates in the province, on February 6, 2025, the Provincial People's Committee issued a document requesting the Vietnam Register to consider arranging personnel, receiving and resolving the issuance of certificates of technical safety and environmental protection quality right at the border gate areas, and at the same time directing functional forces at border gates in the area to strengthen coordination and support the Vietnam Register to remove difficulties for enterprises.
Based on the province's direction, the functional forces have quickly deployed many specific solutions. Customs, police and border guards at the border gate have arranged for overtime, organized reasonable vehicle traffic flow, and supported businesses in completing procedures quickly. The Vietnam Register has also assigned a permanent unit at the border gate area to coordinate in checking vehicle parameters with the business's technicians, then send the online records to the Department for appraisal and return of results.
Specifically, after the enterprise completes the procedures for importing the shipment into the area, the inspection unit will send officers to coordinate with the enterprise's technicians to directly inspect the technical parameters of the vehicle at the border gate. The inspection records will then be sent online to the Vietnam Register for appraisal and feedback as soon as possible. As soon as the vehicle meets the requirements, the traffic police force will arrange officers, including outside of working hours, on holidays, to quickly issue temporary license plates, creating conditions for the enterprise to bring the vehicle to the warehouse for customs clearance.
Lieutenant Colonel Phuong Thuc Dinh, Deputy Head of the Traffic Police Department, Provincial Police, said: We have coordinated with forces at the border gate to regulate traffic, promptly handle arising situations, and at the same time arrange staff on duty, working on holidays, ready to issue temporary license plates when imported vehicles meet the required conditions.
Mr. Pham Thanh Cong, representative of Truong Thinh Trading, Service and Business Joint Stock Company ( Hanoi ) shared: On average, our company imports a shipment of about 20-50 motor vehicles per day. Previously, each shipment of imported motor vehicles took us a long time to wait for temporary license plates. But from the end of March and the beginning of April 2025 until now, with the close coordination between the Department of Registration and the Traffic Police at the border gate, the time for granting temporary license plates has been significantly shortened, only about 2 days for us to complete customs clearance procedures.
With the proactive coordination of competent authorities at the border gates, especially at Huu Nghi International Border Gate, the registration of vehicles with temporary license plates at border gates in the province has had many changes, contributing to removing difficulties in importing motor vehicles through the areas. In the first quarter of 2025, the Traffic Police Department of the Provincial Police issued temporary license plates to 1,953 imported motor vehicles; from April to now, this number has exceeded 4,400 vehicles.
Since the beginning of the year, the total number of motor vehicles imported through the border gates in the area has reached more than 6,800 vehicles. According to forecasts by the authorities, in the coming time, the demand for importing motor vehicles through the border gates in the province will continue to increase. Therefore, maintaining an effective coordination mechanism, arranging reasonable human resources and flexibly handling documents on the spot will continue to be key factors contributing to ensuring customs clearance and vehicle circulation activities take place quickly, in accordance with regulations and safely.
