Of which, the total project investment is reduced from VND 22,938 billion to VND 19,207 billion (a decrease of VND 3,730 billion).
The adjusted land recovery area is 5,317 hectares, a decrease of 82 hectares. Of which, the land area of the Loc An - Binh Son resettlement area is increased to 284.7 hectares, an increase of 2.35 hectares; the land area for infrastructure reconstruction outside the airport boundary is increased by 32.65 hectares.
The Government also proposed to reduce investment in the land area of subdivision 3 - residential area, resettlement Binh Son by 97 hectares and reduce the land area of the cemetery by 20 hectares.
At the same time, the implementation time of land acquisition, compensation, support and resettlement projects will be adjusted to the end of 2024, instead of 2021.
The reason for the adjustment, according to the Minister of Transport, is that according to Resolution 53/2017/QH of the National Assembly, the project was scheduled to be completed in 2021, but the progress was not met. The reason is that the Covid-19 pandemic has caused the Long Thanh district and Dong Nai province to practice social distancing many times, making it difficult to measure, count, and plan compensation.
The project has a huge and complicated workload, requiring carefulness and meticulousness. Many households are stuck with land documents, requiring lengthy verification and facing many difficulties in compensation.
In particular, many leaders in charge of compensation work frequently changed, and the initial phase was not implemented vigorously... Dong Nai Provincial People's Committee also proposed and added some contents outside the approved feasibility report, leading to having to explain many times to the State Appraisal Council, prolonging the project adjustment process and delaying the reporting to the National Assembly.
Along with that, the Government also proposed to extend the capital disbursement period until the end of December 2024. The total proposed adjusted investment of the project is 19,207 billion VND, the accumulated disbursement to date is 16,697 billion VND, the capital demand to continue implementing the project is 2,510 billion VND.

Giving his opinion on the review, Mr. Vu Hong Thanh, Chairman of the National Assembly Economic Committee, said that the Government's proposed adjustment is appropriate.
The review and adjustment of project implementation time and the extension of capital disbursement time are proposed to be included in the general resolution of the 6th Session, without issuing a separate resolution on adjusting some contents of Resolution No. 53/2017/QH14.
However, there are opinions suggesting that the Government should proactively and promptly report to the National Assembly when the project implementation process is likely to fail to ensure progress and some indicators stated in the National Assembly Resolution need to be adjusted. Ensure that no additional procedures arise, causing waste of time and resources for project implementation.
Besides, it is necessary to evaluate objective and subjective causes and learn from experience when progress is delayed.
The Economic Committee also proposed to assess how the adjustment of the project preparation and implementation time to "until the end of 2024" instead of completing before 2021 will affect the time and roadmap for implementing phase 1 of the project.
Previously, according to Resolution No. 94/2015/QH13, phase 1 will invest in building 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by 2025 at the latest.
“If the project preparation and implementation time is adjusted to the end of 2024 without adjusting the completion and operation time of phase 1, will the progress of phase 1 be guaranteed?” Mr. Thanh said, suggesting that the Government soon propose and report to the National Assembly a plan to adjust the completion time of Long Thanh airport phase 1 compared to Resolution 94.
