Accordingly, after review and assessment, the implementation of the plan to renovate and rebuild old, dilapidated apartment buildings in Ho Chi Minh City has been behind schedule. Furthermore, several new circumstances have arisen during the implementation process, particularly in the reorganization of administrative units.
Therefore, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong assigned the Department of Construction to take the lead and coordinate with relevant agencies and units to review newly issued legal regulations related to the renovation and reconstruction of old apartment buildings; and to advise on adjusting and supplementing Plan 4207/KH-UBND of the Ho Chi Minh City People's Committee on organizing the implementation of the Project on renovating and rebuilding old, damaged, and dilapidated apartment buildings in the city (Plan 4207) to suit the practical situation.
Regarding the inspection of apartment buildings, the Department of Construction will make a list of apartment buildings that need to be inspected and submit it to the Ho Chi Minh City People's Committee for consideration and decision. At the same time, the Department will urgently send a document to the People's Committees of wards, communes, and special zones to guide the unification of the budget estimate for apartment building inspection.
Regarding apartment building repairs, the Department of Construction will preside over and coordinate with relevant departments, branches and People's Committees of wards, communes and special zones to review and prioritize the repair of apartment buildings according to Plan 4207, showing signs of damage; ensuring the safety of people's lives and property.
Regarding planning work, the People's Committees of wards, communes and special zones are assigned to proactively review and carry out transitional handling activities and the work of establishing, appraising, approving and adjusting urban and rural planning.
Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong noted that during the planning process for old apartment buildings, it is necessary to consider and study practical factors such as location and land area to determine the function and planning indicators, ensuring compliance with legal regulations and feasibility for attracting investment.
In case of problems or difficulties beyond their authority, localities should proactively send written requests to the Ho Chi Minh City Department of Construction for guidance on handling, to ensure consistency and synchronization.
