Europe pursues an AI development strategy that emphasizes responsibility and ethics

One of Europe's top priorities is said to be developing AI in a responsible and ethical manner. The AI ​​Law, which comes into effect in August 2024, is a prime example.


Instead of competing directly with the US and Chinese tech giants, Europe is pursuing a distinct strategy to assert its position on the world technology map.

As artificial intelligence (AI) becomes increasingly dominant, European businesses are determined not to stay out of this race.

One of Europe’s top priorities is said to be developing AI in a responsible and ethical manner. The AI ​​Law, which comes into effect in August 2024, has established a legal framework to ensure that AI technology is developed with respect for privacy and information transparency.

In January 2024, European Commissioner for the Internal Market, Thierry Breton, expressed his desire that AI in Europe would reflect core values ​​related to transparency and personal data protection. Experts say that this distinction will help European businesses attract the attention of investors and users who care about data privacy and technology ethics.

Rather than going head-to-head with big names like OpenAI in the field of developing large language models like ChatGPT, Europe has chosen to focus on AI applications in specialized areas. Industries like healthcare , energy, and public services are seen as top priorities.

In Belgium, Icometrix has applied AI to medical image analysis, especially in the field of neurology. At the end of 2024, the company announced a partnership with Philips to accelerate research and application of the technology.

In Germany, Siemens Energy is deploying AI tools to optimize renewable energy networks, contributing to the green energy transition.

Another notable name is the French startup Mistral.AI. Founded in 2023 by Arthur Mensch - a former AI expert at DeepMind and two researchers who worked at Meta, Mistral. AI quickly made a splash with its next-generation language model.

In June 2024, the company raised nearly €600 million to develop open-source AI solutions, attracting an international community of developers and researchers. Arthur Mensch once affirmed in Les Echos: “Mistral is our bold answer to those who doubt the creativity of France and Europe.”

In addition to these initial successes, Europe is also strengthening cross-border cooperation. The Horizon Europe program, with a budget of €95.5 billion for the period 2021-2027, is one of the prominent initiatives to fund technology cooperation projects, including AI. Europe's goal is to create a "European version of Silicon Valley", directly competing with the world's leading technology ecosystems.

However, the road ahead remains challenging. The biggest problem for European businesses is the ability to attract investment capital and high-quality human resources. Retaining top scientists and engineers requires European companies to compete strongly with attractive salaries and working conditions from rivals in the US and Asia.

With responsible AI development, strategic priority areas and strong government support, Europe is gradually carving out a unique position on the global technology map. Despite many obstacles, experts believe that with the right cooperation and investment, Europe can turn its ambition of becoming a world-leading technology hub into reality.
