In the 2020-2025 term, the Party Cell of the Finance Department of the Vietnam Coast Guard has proactively organized and strictly implemented resolutions, directives, conclusions and regulations of Party committees at all levels. Well implemented the development of annual budget plans, medium-term plans and budget adjustments. The Party Cell led and directed the management and effective use of public finance and assets throughout the force; ensured the correct, sufficient and timely regimes, policies, salaries, allowances, subsidies and food allowances issued by the State and the Army in accordance with the law. Strictly implemented the ordinance on anti-corruption and practice thrift. The leadership capacity of the Party Committee was maintained; internal solidarity and consensus were high.

Lieutenant General Le Quang Dao, Deputy Secretary of the Party Committee and Commander of the Vietnam Coast Guard, delivered a speech directing the congress.

Lieutenant Colonel Phan Thi Thuy Trang, Party Cell Secretary and Head of Finance Department of Vietnam Coast Guard chaired the congress.

The congress voted to elect the Secretary and Deputy Secretary.

Lieutenant General Le Quang Dao presented flowers to congratulate the delegation of the Finance Department attending the Congress of the Vietnam Coast Guard Party Committee for the 2025-2030 term.

In the coming term, the Congress determined to continue to thoroughly grasp the resolutions, directives, conclusions, orders, and plans of the superiors on military, defense, and financial tasks; concretize and advise the Party Committee Standing Committee and the Command to synchronously and comprehensively deploy financial work in agencies and units throughout the force. Focus on leading the building of Party cells that are strong in politics , ideology, ethics, organization, and cadres; improve leadership capacity and combat strength; closely follow reality, advise, propose correctly, accurately, promptly, and effectively financial work and other tasks.

Speaking at the congress, Lieutenant General Le Quang Dao acknowledged and commended the achievements of the Finance Department Party Cell in the past term. At the same time, he requested that in the coming time, the Finance Department Party Cell continue to strictly grasp, apply, and concretize the Party's policies, State laws, and regulations of the Ministry of National Defense on the financial field; proactively and closely follow the requirements of the staff, management, and budget use with focus and key points, well meeting the requirements for regular and ad hoc tasks; advise on the implementation of financial - budgetary management, public assets closely, consistently, and comprehensively; receive financial resources to ensure adequate and timely for tasks; focus on inspection and supervision to improve financial discipline, order, and awareness of "rule of law"; organize training to improve the quality of work of financial officers and employees, in charge of spending of units; Promote the combined strength, focus on building a "Model, typical" VMTD agency to contribute to building a strong Vietnam Coast Guard financial sector, successfully completing all assigned tasks...

With a sense of responsibility, promoting democracy and collective intelligence, the Congress took place in accordance with procedures and principles, completing the proposed content and program. The Congress elected the Secretary, Deputy Secretary of the Party Cell for the 2025-2030 term and delegates to attend the 6th Congress of the Vietnam Coast Guard Party Committee for the 2025-2030 term with a high number of votes of confidence.
